10. 目标 本手册将会讲述SWAT(特殊武器与战术小组)的日常行动标准以及任务目标。本手册的所有内容均按照《警员手册》的相关规定来编写。

12. SWAT MISSION STATEMENT The SWAT team of the LSPD holds a position of preeminence in the field of law enforcement, having been the standard bearer for domestic tactical units for decades. It is an organisation steeped in tradition and pride, where individuals are often called upon to perform tasks far exceeding the norm. There have been, and always will be, certain guiding principles that have provided the foundation for the high level of professionalism exemplified by this organization and its members. They are as follows:

13. SWAT TEAM STRUCTURE DEFINED SWAT is a full time specialized platoon within Metropolitan Division which is identified as David (D) PLatoon. D Platoon consists of department personnel that are highly trained, quickly deployable and well equipped to respond to and resolve dangerous or potentially dangerous situations.

There are 2 Lieutenant positions, 4 Sergeant II positions and 6 Police Officer III+1 positions assigned to the team. David Platoon is divided into 2 squads. Each squad is assigned a Squad leader, Assistant Squad Leader and 3 Element Leads. Callsigns consist of an R which identifies the squad as Metro, followed by a numeric identifier and the letter D for SWAT (E.G. R30D). The SWAT OIC is identifies as R10D and the assistant OIC is identified as R20D. The Squad Leaders are identified as R30D through R50D. Element leaders will be assigned the first three succeeding numbers (R41,R42).

21. (ASSISTANT) OFFICER IN CHARGE 指挥官 (OIC) The SWAT Team Officer In Charge holds the rank of Lieutenant II and is responsible for the day-to-day operations and overall command of the SWAT Platoon. The SWAT OIC is responsible for the deployment of the SWAT team, tactical devision-making, and the resolution of tactical operations. Additionally, the AOIC assists with day-today operations of the team and ensuring consistency with the goals and directives of the SWAT OIC.

22. (ASSISTANT) SQUAD LEADER 班组监督员 The SWAT (Assistant) Squad Leader holds the rank of Sergeant II/I and supervises a 10-officer squad. The Assistant Squad Leader is the right hand of the Squad Leader and ensures the Squad functions in their absence. There are 2 squad leaders and two assistant squad leaders assigned to the SWAT platoon. Each Squad Leader has supervisory duties assigned with their squad. In the absence of the OIC or AOIC the senior (Assistant) Squad Leader on duty will ensure the day-to-day operations of the SWAT team are uninterrupted, remain fluid and are consistent with the goals and directives of the SWAT OIC. Duties and responsibilities include, but are not limited to:

23. ELEMENT LEADER 小队长 Element Leaders hold the rank of Police Officer III+1. Element Leaders possess the knowledge, skills and abilities to assist the Squad Leader with operations during a tactical incident. Under the direct supervision of the Squad Leader, Element Leaders coordinate the placement of personnel, develop tactical strategies and implement those strategies when appropriate. Duties and responsibilities include, but are not limited to, the following:

25 NEWLY ASSIGNED SWAT OPERATOR 实习队员/干员 Newly assigned SWAT personnel are given a 3 month evaluation and rating period to assess their overall competence, confidence and ability to support the SWAT mission.

30. PURPOSE 目的 To identify SWAT missions that support the department's overall mission. All SWAT Missions necessitate a deployment of SWAT personnel and all deployments shall be lead by a SWAT Element Leader or Squad Leader. In the absence of such, SWAT Operators should contact Sheriffs SWT to assume tactical command and lead over the situation. SWAT operators should then withdraw unless accompanied by a SWAT EL or A/SL who approves of the plan (As per Interoperability)

31. BARRICADED SUSPECTS/HOSTAGES 有掩体的嫌疑人/人质 A barricaded suspect poses an extreme danger not only to officers who seek to arrest him or her but to other persons as well. Good judgement demands that a tactical plan be developed rather than immediately rushing a barricaded suspect.
有掩体的嫌疑犯不仅对试图逮捕他/她的警官构成极大的危险,而且对其他人也构成极大的危险。良好的判断力要求制定战术计划,而不是立即冲向嫌疑人。
Criminals who use hostage to affect their escape are desperate individuals who, if allowed to escape, pose a continuing threat to the public at large. Assurance that a hostage will be released unharmed is often times a meaningless promise. A tactical intervention should ensue when there is reasonable cause to believe that life taking has begun, that the hostage and/or hostages are in imminent peril, or a window of opportunity exists that, when exploited, has a reasonable probability of a successful outcome with the hostages being rescued.

During a barricaded subject situation, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary.

32. TACTICAL RESCUES 战术救援 There have been, and will continue to be, a number of SWAT deployments where officers are initially confronted with limited information concerning whether a victim or a suspect might be within a location and in need of immediate medical attention from life-threatening injuries. These injuries may be suspect-induced, self inflicted or the result of law enforcement action. Due to the need to recover possibly grieviously injured persons SWAT personnel may be required to accelerate the entry process. Advancing such a life-saving measure would be predicated upon the soundness of existing information combined with the gravity of the circumstances threatening human life. Additionally, as with any high-risk mission a reasonable expectation of mission success must exist prior to the employment of such measures.

33. HIGH RISK WARRANT SERVICE 高危逮捕令/搜查令 SWAT will serve warrants for the department that are deemed high risk. When it is determined that, during the service of a warrant, there may be a confrontation involving a suspect possessing exceptional weaponry or who has a documented violent history, or involving a fortified structure, or other situation that exists that may require specialized personnel, training, or equipment, SWAT shall deploy.

Where possible when a warrant has been deemed high risk the SWAT supervisor concerned or element leader will prepare for the warrant planning, preparation and service and meet with the affiant to properly plan, brief and prepare for warrant service. SWAT will determine appropriate tactics to serve the warrant.

34. HOSTAGE SIEGE 人质营救 SWAT personnel will respond to incidents involving multiple assailants who lay siege to multiple victims. The magnitude of the siege and access to multiple victims could generate a large number of hostages. The hostage siege may be a prolonged event requiring special tactics and equipment for its resolution. However distinct from the more traditional barricaded suspect/hostage situation, the suspects primary objective of the siege may be to capture multiple hostages and do so for the purpose of affecting mass casualties. Therefore, the rapid and aggressive countermeasures by SWAT personnel may be necessary to impede the siege and mitigate catastrophic loss of life. During a hostage siege, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary

35. IMMEDIATE ACTION RAPID DEPLOYMENT, ACTIVE SHOOTER 立即行动、快速部署, 活跃射手 Immediate Action Rapid Deployment (IARD) is the immediate and swift deployment of personnel and resources to ongoing, life threatening situations where delay could otherwise result in death or great bodily injury to innocent persons. IARD will generally require the immediate configuration of responding resources into contact and rescue teams. SWAT personnel will respond to IARD incidents and provide leadership and assistance to patrol assets by forming Contact Teams to locate assailants and stop deadly behaviour.

36. MULTIPLE ASSAULT COUNTER TERRORISM ACTION CAPABILITIES (MACTAC) 多重反恐突击行动能力(MACTAC) SWAT personnel will respond to multiple attack incidents involving multiple assailants who are actively involved in aggressive and deadly attacks against multiple victims at multiple locations, provide leadership and tactical prowess to assist patrol assets, exploit and deploy specialised equipment such as armoured vehicles and aerial platform assets, and form Contact Teams to locate the assailants and stop deadly behaviour.

37. ARMED OR HIGH RISK SUICIDAL PERSONS 持械或高危自杀者 SWAT will respond to the scene of armed or high risk suicidal persons and provide expertise to defuse and ultimately resolve the situation. During a suicidal persons scene, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary.

38. HIGH RISK CANINE SEARCHES 高危警犬搜索 Metro officers and/or SWAT personnel will assist Metro K-9 during searches for suspects armed, involved in an attempted murder, murder or ADW of a peace officer, or when the deployment specifically requires a response from SWAT to assist. On all OIS or ADW with a firearm on peace officer-related searches SWAT should be present when able.

39. PLANNED IARD STAGED RESPONSE AT HIGH RISK EVENTS/VENUES 在高风险事件/场所采取有计划的分阶段应对措施 SWAT personnel shall be deployed and pre-staged at high-risk, high profile events where a significant risk of violence could occur to large numbers of persons which would require immediate response from SWAT personnel.

39/10. DIGNITARY PROTECTION SWAT personnel may be called upon to assist with the responsibility of protecting dignitaries when the needs of protection or threat faced exceed the capabilities of H Platoon.
39/20 CRIME SUPPRESSION SWAT personnel conducting crime suppression conduct it in one of two styles, generalised crime suppression and the SWAT crime suppression model, designed to provide a larger presence of SWAT personnel during specific heightened incidents. Crime suppression missions are always conducted in metro issue attire in unmarked vehicles. For both CSP types, two probationary operators may not patrol alone, and the patrol must consist of at least one full operator.
General crime suppression consists of at least two SWAT officers on a ROBERT callsign responding to and handling a variety of relevant calls as-needed while providing heightened tactical presence in specific areas.
SWAT crime suppression may consist of a covert mission, in which SWAT operators are deployed in plain clothes in covert vehicles to engage in suppression activities in areas where traditional high profile presence is ineffective in abating crime. Covert crime suppression missions consist of 2-4 SWAT operators in a covert vehicle, in plain clothes, focusing on a specific area of the city. Operators shall don vests prior to respond to TAC's. Covert CSP's shall be led by an Element leader (with TCC certification) or above.
The SWAT crime suppression model is as follows:
39/30 PATROL SWAT personnel shall conduct regular patrol utilising the XRAY (Extra unit) callsigns for a particular area in regular department uniform using marked pool vehicles. SWAT supervisors shall utilise their assigned watch supervisor callsigns in marked or unmarked vehicles and in regular or metro attire at their discretion.
40. PURPOSE To codify the importance of the debriefing to the SWAT platoon
41. MANDATE Debriefing provides an analysis of critical incidents and affords the opportunity for individual and team assessments, helps identify training needs and reinforces risk management practices. In order to maintain candor and a meaningful exchange, the debriefing will not be recorded, nor will the contents be documented in any other manner, absent misconduct. The debrief will include a risk management analysis.
50. PURPOSE To identify the extraordinary capabilities of the SWAT platoon and a brief description of those capabilities.
51. AERIAL PLATFORM SHOOTING (APS) With the assistance of Air Support Division, Special Flights Section, SWAT personnel designated as snipers are specially trained and equippped to provide overwatch intelligence and lethal support capabilities from an elevated aerial platform. The approval of the Incident Commander or SWAT SL is required for the deployment of this tactical option.
52. EXPLOSIVE BREACHING SWAT personnel who possess specialised training with explosive breaching can construct, place and detonate explosive devices at a door, window or other entry point to allow team members to gain rapid and unrestricted access to the objective.
53. LARGE CALIBRE WEAPONRY Designated SWAT personnel have the capability to deploy large calibre weapons when conventional SWAT weapons are inadequate. Large caliber weapons are designed to penetrate heavy barriers and-or mobile targets in order to defeat or disable the intended target.
54. SPECIAL INSERTION PROCEDURE Air Support Division, Special Flights Section, may transport SWAT personnel from one objective to another while using the aircraft skids as a transport platform. Those SWAT personnel can then deploy onto the objective from a low-hovering aircraft without the helicopter having to land.
55. FAST ROPE INSERTION Air Support Division, Special Flights Section, may transport SWAT personnel from one objective to another. SWAT personnel can then deploy onto an objective from a hovering aircraft by using a rope.
56. CELLULAR COMMUNICATIONS INTERCEPTION TECHNOLOGY Cellular communications interception technology (CIT) provides valuable assistance in support of important public safety objectives when deployed as part of a criminal apprehension effort, or to locate at-risk persons or missing children. As with any law enforcement capability, this technology must be used in a reasonable and responsible manner.
CIT may be deployed by SWAT Operators during a deployment only with the authorization of an Element Leader (TC Certified).
CIT may only be deployed by SWAT Element Leaders (TC Certified) and above for either other officers, basic duties and crime suppression teams in the following circumstances:
Electronic Tracking Exemptions - In the interest of public safety and security, those deemed as law enforcement officials may use methods of electronic tracking without a Electronic surveillance warrant in order to establish locations for the purpose of;

60. PURPOSE This section outlines SWAT team activation protocols and command structure at a SWAT call-up and provides a brief description of the responsibilities of SWAT personnel at each level of command.
61. INCIDENT COMMANDER Commands department resources at a critical situation. The IC has the authority to direct the operation and is responsible for its outcome.
62. TACTICAL COMMANDER The Tactical Commander will either be the OIC, AOIC or an (A)SL (Element Leader who have passed the Tactical Commanders Course (TCC) may fulfill this role if none are available). The most senior of those present will determine who will be the designated Tactical Commander for the incident. The Tactical Commander will work closely with the IC to provide options and recommendations to resolve the incident. In the normal course of duties, the IC will be consulted and their approval sought before implementing a tactical solution. In some circumstances, where a situation is fluid, a tactical solution may be initiated with notification only, and action may begin. A Tactical Commander assigned to a tactical team will directly supervise all tactics during the operation.
63. ELEMENT LEADER Works closely with the Tactical Commander to develop tactics and strategies that will be used. The Element Leader will closely assist with personnel management and provide direction when appropriate to subordinates.
64. ELEMENT MEMBER Follows orders given by the Tactical Commander and Element Leaders to adhere as closely as possible to tactics and strategies.
70. PURPOSE To identify protocols for SWAT call-up during regular duty and off hours.
71. OFF DUTY HOURS CALL-UP PROTOCOL Members of SWAT on standby are to remain available during off-hours and not consume alcohol or other substances impacting their mental state. Once notified of an incident SWAT personnel should respond in a department-approved vehicle and bring with them all necessary issued equipment. Unless otherwise directed, officers shall respond to the incident location in the pager code three.
72. ON DUTY CALL-UP PROTOCOL Once notified, on-duty SWAT personnel shall respond to the scene and bring with them all available equipment unless otherwise directed by a SWAT supervisor. For situations not currently in-field, officers should return to the Metropolitan Division Facility (HQ) to regroup.
80. PURPOSE To identify standard issue weapons assigned to each individual SWAT member.
81. ASSIGNED WEAPONS, INDIVIDUAL Each SWAT team member will be issued a Kimber Custom TLE II, one select-fire HK416 assault rifle, a Benelli M4 Super 90 and a H&K MP5. SWAT officers shall properly store and secure all weapons and equipment in their assigned SWAT vehicles and are responsible for their care and maintenance. During tactical operations, protective gear shall be worn at all times. The issued weapons may be substituted for a department armorer approved replacement.
82. ACCESSIBLE WEAPONS, EXTRAORDINARY Each SWAT officer shall have access to a breaching shotgun, capable of firing munitions designed to disrupt, push or cut a locking mechanism. If a SWAT operator is so qualified, a precision rifle, which shall be stored in a container designed to protect the optics and shall be able to access a .50 Caliber rifle for special deployment when barrier penetration is necessary.
83. DEPARTMENT VEHICLES, INDIVIDUALLY ASSIGNED SWAT officers may be issued a take-home vehicle as part of the department home garaging program and officers should adhere to department home garaging regulations. Additionally, when responding to a metropolitan division call, officers shall get changed into their equipment and gear prior to arrival at the scene, and shall not arrive at a tactical situation without their gear equipped.
The unmarked vehicle should not be utilised to transport police canines, as it lacks sufficient room or capacity to safely transport them. SWAT-K9 officers when on-call shall leave their canine at the department kennels and deploy with them from there in an appropriate vehicle.
84. SPECIALIZED SWAT VEHICLES Heavy vehicles are often deployed to provide static or mobile ballistic protection for SWAT personnel as well as to safely evacuate persons in danger. Heavy vehicles are also employed to push, pull or breach an opening in order to gain a tactical advantage. They are affixed with a T-bar and can be used to forcibly remove fortifications by pulling them clear of the target structure. When objects such as vehicles, walls, or other restrictions inhibit the approach of a team or cause other difficulties, SWAT personnel can use heavy vehicles to remove those restrictions and gain a tactical advantage. When rapid and unrestricted access is needed to gain entry into a structure and other means are not feasible a heavy vehicle may be used to breach an opening. When an armed suspect occupies a structure and other means of taking the suspect into custody have been exhausted or are not reasonably safe, a heavy vehicle with an extended boom can be used to dismantle the structure.
The heavy vehicle of choice for the SWAT team is the Bearcat, along with its variant, the MedCat (for use in conjunction with TACMED)
85. SWAT ATTIRE, MISSION SPECIFIC SWAT personnel should be prepared for varied assignments at all times, all uniforms and equipment should be maintained in clean, presentable condition, and available for immediate use. The uniforms are covered in a separate guidebook that covers specific equipment in detail.
90. PURPOSE SWAT personnel are specially trained in mission-specific duties which exceed those skills needed by traditional uniformed personnel. SWAT officers shall be cross-trained in the various tactical disciplines listed below and shall maintain a level of competency.
91. FIREARMS SWAT officers sall ensure they are competent in the use of all issued firearms and shall train with them extensively. This shall also include sniper (SIERRA) skills.
92. DEFENSIVE TACTICS (DT) All SWAT officers shall be trained in defensive tactics. This includes weapon retention techniques, team takedowns, department arrest and control techniques, pugilistic techniques and ground fighting techniques relevant to the SWAT mission.
93. TACTICAL WATERBORNE (TWB) SWAT Tactical Waterborne assets allow delivery of conventional SWAT tactics and tools to the waterfront and waterborne venues. TWB facilitates the delivery of sierra positions, surveillance positions, vessel disabling and control of the ship, and diversionary devices. TWB tactics also allow for covert vessel boarding to provide cover and facilitate ingress of additional SWAT assets.
94. BREACHING All SWAT personnel are required to be knowledgeable in all breaching tools, the ability to construct, place and detonate explosive devices at a door, window, or other entry point and mission specific entry methods.
95. FIRST AID All SWAT personnel shall be competent in the use of an IFAK. This includes, but is not limited to, the application of a Combat Application Tourniquet (CAT), Combat Gauze, dressings, and the ability to perform basic vitals monitoring.
96. CRISIS NEGOTIATIONS All SWAT personnel shall be competent in Crisis Negotiation Tactics. This requires operators to maintain a valid Crisis Negotiation Certification.
97. FAILURE TO MAINTAIN COMPETENCIES Due to the specialized nature of SWAT missions it is paramount that personnel assigned to SWAT maintain high levels of competency. Failure to do so may be grounds for removal from SWAT.
100. PURPOSE To underscore the importance of interoperability and communication between SWAT and other department entities.
101 MANDATE Interopability and communication is a critical objective in order for SWAT members ot educate patrol officers and supervisors about SWAT techniques, strategies and procedures, and to answer patrol personnel questions concerning why SWAT operates as it does and how SWAT interacts with the rest of the department. To facilitate this objective, SWAT supervisors should attend patrol debriefs following a SWAT deployment in order to learn from and provide feedback to patrol resources. (( Operators in Metro 2 will cease any irrelevant teamspeak communications once the Tactical Commander has begun a deployment (includes briefings) or operators have left the 114 footprint. Relevant communications will only be pertinent ooc information relating to the handling of the deployment. These communications may only resume at the conclusion of a deployment at 114 or otherwise stated by the Tactical Commander. ))
SWAT Operators are not allowed to provide mutual aid to any other agency tactical team without the direct supervision of a TCC Element Leader or Squad Leader who approves of the tactical plan. If the TCC EL or SL disagrees with the handling of the incident, they are required to remove the operators from the scene and to report it to their supervisor.

12. SWAT MISSION STATEMENT The SWAT team of the LSPD holds a position of preeminence in the field of law enforcement, having been the standard bearer for domestic tactical units for decades. It is an organisation steeped in tradition and pride, where individuals are often called upon to perform tasks far exceeding the norm. There have been, and always will be, certain guiding principles that have provided the foundation for the high level of professionalism exemplified by this organization and its members. They are as follows:

13. SWAT TEAM STRUCTURE DEFINED SWAT is a full time specialized platoon within Metropolitan Division which is identified as David (D) PLatoon. D Platoon consists of department personnel that are highly trained, quickly deployable and well equipped to respond to and resolve dangerous or potentially dangerous situations.

Element leaders will be assigned the first three succeeding numbers (R41,R42).

31. BARRICADED SUSPECTS/HOSTAGES 有掩体的嫌疑人/人质 A barricaded suspect poses an extreme danger not only to officers who seek to arrest him or her but to other persons as well. Good judgement demands that a tactical plan be developed rather than immediately rushing a barricaded suspect.

Criminals who use hostage to affect their escape are desperate individuals who, if allowed to escape, pose a continuing threat to the public at large. Assurance that a hostage will be released unharmed is often times a meaningless promise. A tactical intervention should ensue when there is reasonable cause to believe that life taking has begun, that the hostage and/or hostages are in imminent peril, or a window of opportunity exists that, when exploited, has a reasonable probability of a successful outcome with the hostages being rescued.

During a barricaded subject situation, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary.

32. TACTICAL RESCUES 战术救援 There have been, and will continue to be, a number of SWAT deployments where officers are initially confronted with limited information concerning whether a victim or a suspect might be within a location and in need of immediate medical attention from life-threatening injuries. These injuries may be suspect-induced, self inflicted or the result of law enforcement action. Due to the need to recover possibly grieviously injured persons SWAT personnel may be required to accelerate the entry process. Advancing such a life-saving measure would be predicated upon the soundness of existing information combined with the gravity of the circumstances threatening human life. Additionally, as with any high-risk mission a reasonable expectation of mission success must exist prior to the employment of such measures.

33. HIGH RISK WARRANT SERVICE 高危逮捕令/搜查令 SWAT will serve warrants for the department that are deemed high risk. When it is determined that, during the service of a warrant, there may be a confrontation involving a suspect possessing exceptional weaponry or who has a documented violent history, or involving a fortified structure, or other situation that exists that may require specialized personnel, training, or equipment, SWAT shall deploy.

The magnitude of the siege and access to multiple victims could generate a large number of hostages. The hostage siege may be a prolonged event requiring special tactics and equipment for its resolution. However distinct from the more traditional barricaded suspect/hostage situation, the suspects primary objective of the siege may be to capture multiple hostages and do so for the purpose of affecting mass casualties. Therefore, the rapid and aggressive countermeasures by SWAT personnel may be necessary to impede the siege and mitigate catastrophic loss of life. During a hostage siege, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary

35. IMMEDIATE ACTION RAPID DEPLOYMENT, ACTIVE SHOOTER 立即行动、快速部署, 活跃射手 Immediate Action Rapid Deployment (IARD) is the immediate and swift deployment of personnel and resources to ongoing, life threatening situations where delay could otherwise result in death or great bodily injury to innocent persons. IARD will generally require the immediate configuration of responding resources into contact and rescue teams. SWAT personnel will respond to IARD incidents and provide leadership and assistance to patrol assets by forming Contact Teams to locate assailants and stop deadly behaviour.

MULTIPLE ASSAULT COUNTER TERRORISM ACTION CAPABILITIES (MACTAC) 多重反恐突击行动能力(MACTAC) SWAT personnel will respond to multiple attack incidents involving multiple assailants who are actively involved in aggressive and deadly attacks against multiple victims at multiple locations, provide leadership and tactical prowess to assist patrol assets, exploit and deploy specialised equipment such as armoured vehicles and aerial platform assets, and form Contact Teams to locate the assailants and stop deadly behaviour.

During a suicidal persons scene, the Crisis Negotiation Team shall be paged if the Tactical Commander determines it is necessary.

39/10. DIGNITARY PROTECTION SWAT personnel may be called upon to assist with the responsibility of protecting dignitaries when the needs of protection or threat faced exceed the capabilities of H Platoon.
39/20 CRIME SUPPRESSION SWAT personnel conducting crime suppression conduct it in one of two styles, generalised crime suppression and the SWAT crime suppression model, designed to provide a larger presence of SWAT personnel during specific heightened incidents. Crime suppression missions are always conducted in metro issue attire in unmarked vehicles. For both CSP types, two probationary operators may not patrol alone, and the patrol must consist of at least one full operator.
General crime suppression consists of at least two SWAT officers on a ROBERT callsign responding to and handling a variety of relevant calls as-needed while providing heightened tactical presence in specific areas.
SWAT crime suppression may consist of a covert mission, in which SWAT operators are deployed in plain clothes in covert vehicles to engage in suppression activities in areas where traditional high profile presence is ineffective in abating crime. Covert crime suppression missions consist of 2-4 SWAT operators in a covert vehicle, in plain clothes, focusing on a specific area of the city. Operators shall don vests prior to respond to TAC's. Covert CSP's shall be led by an Element leader (with TCC certification) or above.
The SWAT crime suppression model is as follows:
- Target-specific apprehension missions focused on individuals posing a significant risk of violence (e.g. high-risk fugitives, high control parolees, violent gang members, or anyone wanted by an investigator)
- Mission specific collaborative deployments that require a high degree of tactical experience and/or training (e.g. uniformed support for covert operations throughout the city)
- Problem-specific deployment intended to positively impact an identified crime trend or problem, rather than a sudden spike in crime, and;
- High visibility deployment intended to create criminal latency or displacement (i.e. specific gang neighborhoods following a shooting between rivals, certain high-profile gang funerals, or a high profile [media attention] crime problem).
- High presence large group patrol during Tactical Alerts, with the intent being to respond to and provide heightened security at scenes as well as to provide a highly effective response to high risk incidents that occur throughout the alert.
39/30 PATROL SWAT personnel shall conduct regular patrol utilising the XRAY (Extra unit) callsigns for a particular area in regular department uniform using marked pool vehicles. SWAT supervisors shall utilise their assigned watch supervisor callsigns in marked or unmarked vehicles and in regular or metro attire at their discretion.
POST INCIDENT DEBRIEFING
40. PURPOSE To codify the importance of the debriefing to the SWAT platoon
41. MANDATE Debriefing provides an analysis of critical incidents and affords the opportunity for individual and team assessments, helps identify training needs and reinforces risk management practices. In order to maintain candor and a meaningful exchange, the debriefing will not be recorded, nor will the contents be documented in any other manner, absent misconduct. The debrief will include a risk management analysis.
EXTRAORDINARY CAPABILITIES
50. PURPOSE To identify the extraordinary capabilities of the SWAT platoon and a brief description of those capabilities.
51. AERIAL PLATFORM SHOOTING (APS) With the assistance of Air Support Division, Special Flights Section, SWAT personnel designated as snipers are specially trained and equippped to provide overwatch intelligence and lethal support capabilities from an elevated aerial platform. The approval of the Incident Commander or SWAT SL is required for the deployment of this tactical option.
52. EXPLOSIVE BREACHING SWAT personnel who possess specialised training with explosive breaching can construct, place and detonate explosive devices at a door, window or other entry point to allow team members to gain rapid and unrestricted access to the objective.
53. LARGE CALIBRE WEAPONRY Designated SWAT personnel have the capability to deploy large calibre weapons when conventional SWAT weapons are inadequate. Large caliber weapons are designed to penetrate heavy barriers and-or mobile targets in order to defeat or disable the intended target.
54. SPECIAL INSERTION PROCEDURE Air Support Division, Special Flights Section, may transport SWAT personnel from one objective to another while using the aircraft skids as a transport platform. Those SWAT personnel can then deploy onto the objective from a low-hovering aircraft without the helicopter having to land.
55. FAST ROPE INSERTION Air Support Division, Special Flights Section, may transport SWAT personnel from one objective to another. SWAT personnel can then deploy onto an objective from a hovering aircraft by using a rope.
56. CELLULAR COMMUNICATIONS INTERCEPTION TECHNOLOGY Cellular communications interception technology (CIT) provides valuable assistance in support of important public safety objectives when deployed as part of a criminal apprehension effort, or to locate at-risk persons or missing children. As with any law enforcement capability, this technology must be used in a reasonable and responsible manner.
CIT may be deployed by SWAT Operators during a deployment only with the authorization of an Element Leader (TC Certified).
CIT may only be deployed by SWAT Element Leaders (TC Certified) and above for either other officers, basic duties and crime suppression teams in the following circumstances:
Electronic Tracking Exemptions - In the interest of public safety and security, those deemed as law enforcement officials may use methods of electronic tracking without a Electronic surveillance warrant in order to establish locations for the purpose of;

TEAM ACTIVIATION AND COMMAND STRUCTURE DURING A SWAT DEPLOYMENT
60. PURPOSE This section outlines SWAT team activation protocols and command structure at a SWAT call-up and provides a brief description of the responsibilities of SWAT personnel at each level of command.
61. INCIDENT COMMANDER Commands department resources at a critical situation. The IC has the authority to direct the operation and is responsible for its outcome.
62. TACTICAL COMMANDER The Tactical Commander will either be the OIC, AOIC or an (A)SL (Element Leader who have passed the Tactical Commanders Course (TCC) may fulfill this role if none are available). The most senior of those present will determine who will be the designated Tactical Commander for the incident. The Tactical Commander will work closely with the IC to provide options and recommendations to resolve the incident. In the normal course of duties, the IC will be consulted and their approval sought before implementing a tactical solution. In some circumstances, where a situation is fluid, a tactical solution may be initiated with notification only, and action may begin. A Tactical Commander assigned to a tactical team will directly supervise all tactics during the operation.
63. ELEMENT LEADER Works closely with the Tactical Commander to develop tactics and strategies that will be used. The Element Leader will closely assist with personnel management and provide direction when appropriate to subordinates.
64. ELEMENT MEMBER Follows orders given by the Tactical Commander and Element Leaders to adhere as closely as possible to tactics and strategies.
CALL UP PROTOCOLS
70. PURPOSE To identify protocols for SWAT call-up during regular duty and off hours.
71. OFF DUTY HOURS CALL-UP PROTOCOL Members of SWAT on standby are to remain available during off-hours and not consume alcohol or other substances impacting their mental state. Once notified of an incident SWAT personnel should respond in a department-approved vehicle and bring with them all necessary issued equipment. Unless otherwise directed, officers shall respond to the incident location in the pager code three.
72. ON DUTY CALL-UP PROTOCOL Once notified, on-duty SWAT personnel shall respond to the scene and bring with them all available equipment unless otherwise directed by a SWAT supervisor. For situations not currently in-field, officers should return to the Metropolitan Division Facility (HQ) to regroup.
EQUIPMENT & VEHICLES, TEAM & INDIVIDUAL ISSUE & USE
80. PURPOSE To identify standard issue weapons assigned to each individual SWAT member.
81. ASSIGNED WEAPONS, INDIVIDUAL Each SWAT team member will be issued a Kimber Custom TLE II, one select-fire HK416 assault rifle, a Benelli M4 Super 90 and a H&K MP5. SWAT officers shall properly store and secure all weapons and equipment in their assigned SWAT vehicles and are responsible for their care and maintenance. During tactical operations, protective gear shall be worn at all times. The issued weapons may be substituted for a department armorer approved replacement.
82. ACCESSIBLE WEAPONS, EXTRAORDINARY Each SWAT officer shall have access to a breaching shotgun, capable of firing munitions designed to disrupt, push or cut a locking mechanism. If a SWAT operator is so qualified, a precision rifle, which shall be stored in a container designed to protect the optics and shall be able to access a .50 Caliber rifle for special deployment when barrier penetration is necessary.
83. DEPARTMENT VEHICLES, INDIVIDUALLY ASSIGNED SWAT officers may be issued a take-home vehicle as part of the department home garaging program and officers should adhere to department home garaging regulations. Additionally, when responding to a metropolitan division call, officers shall get changed into their equipment and gear prior to arrival at the scene, and shall not arrive at a tactical situation without their gear equipped.
The unmarked vehicle should not be utilised to transport police canines, as it lacks sufficient room or capacity to safely transport them. SWAT-K9 officers when on-call shall leave their canine at the department kennels and deploy with them from there in an appropriate vehicle.
84. SPECIALIZED SWAT VEHICLES Heavy vehicles are often deployed to provide static or mobile ballistic protection for SWAT personnel as well as to safely evacuate persons in danger. Heavy vehicles are also employed to push, pull or breach an opening in order to gain a tactical advantage. They are affixed with a T-bar and can be used to forcibly remove fortifications by pulling them clear of the target structure. When objects such as vehicles, walls, or other restrictions inhibit the approach of a team or cause other difficulties, SWAT personnel can use heavy vehicles to remove those restrictions and gain a tactical advantage. When rapid and unrestricted access is needed to gain entry into a structure and other means are not feasible a heavy vehicle may be used to breach an opening. When an armed suspect occupies a structure and other means of taking the suspect into custody have been exhausted or are not reasonably safe, a heavy vehicle with an extended boom can be used to dismantle the structure.
The heavy vehicle of choice for the SWAT team is the Bearcat, along with its variant, the MedCat (for use in conjunction with TACMED)
85. SWAT ATTIRE, MISSION SPECIFIC SWAT personnel should be prepared for varied assignments at all times, all uniforms and equipment should be maintained in clean, presentable condition, and available for immediate use. The uniforms are covered in a separate guidebook that covers specific equipment in detail.
- SWAT follows the department's policy on uniform and appearance. That includes visible tattoos (Slightly visible below short sleeve shirt is acceptable - metro uniform only), makeup, hair, and facial hair standards.
- Operators on marked XRAY shall wear class A/B/C uniform as per departmental regulations.
- Operators on CSP shall wear G3 utility uniforms OR class A/B/C uniform. Operators will wear the same type of uniform as their partners.
- Operators on pre-planned operations or responding to spontaneous incidents will wear G3 utility uniforms. Platoon t-shirts, hoodies, or jackets may be worn in place of a top during deployments (weather dependant).
- Operators participating in training will wear either wear the G3 utility uniform OR tan utility/combat style pants and tan platoon t-shirt. The training uniform of the day is decided by the lead cadre. Those participating must wear appropriate eye and ear protection.
- Cadre will all wear either the red or tan cadre t-shirt depending on the lead cadre. The red high vis will be used, if needed, to distinguish actors from observers.
- Operators in a plainclothes operation must wear appropriate clothing that is suitable for fieldwork and that can allow for use of plate carriers and helmets.
- Operators may utilize the polo shirt for anything other than field activities such as physical training, career fairs, and off-duty events.
- Field supervisors may utilize any field or regular uniform for marked and unmarked patrol.
SWAT COMPETENCIES
90. PURPOSE SWAT personnel are specially trained in mission-specific duties which exceed those skills needed by traditional uniformed personnel. SWAT officers shall be cross-trained in the various tactical disciplines listed below and shall maintain a level of competency.
91. FIREARMS SWAT officers sall ensure they are competent in the use of all issued firearms and shall train with them extensively. This shall also include sniper (SIERRA) skills.
92. DEFENSIVE TACTICS (DT) All SWAT officers shall be trained in defensive tactics. This includes weapon retention techniques, team takedowns, department arrest and control techniques, pugilistic techniques and ground fighting techniques relevant to the SWAT mission.
93. TACTICAL WATERBORNE (TWB) SWAT Tactical Waterborne assets allow delivery of conventional SWAT tactics and tools to the waterfront and waterborne venues. TWB facilitates the delivery of sierra positions, surveillance positions, vessel disabling and control of the ship, and diversionary devices. TWB tactics also allow for covert vessel boarding to provide cover and facilitate ingress of additional SWAT assets.
94. BREACHING All SWAT personnel are required to be knowledgeable in all breaching tools, the ability to construct, place and detonate explosive devices at a door, window, or other entry point and mission specific entry methods.
95. FIRST AID All SWAT personnel shall be competent in the use of an IFAK. This includes, but is not limited to, the application of a Combat Application Tourniquet (CAT), Combat Gauze, dressings, and the ability to perform basic vitals monitoring.
96. CRISIS NEGOTIATIONS All SWAT personnel shall be competent in Crisis Negotiation Tactics. This requires operators to maintain a valid Crisis Negotiation Certification.
97. FAILURE TO MAINTAIN COMPETENCIES Due to the specialized nature of SWAT missions it is paramount that personnel assigned to SWAT maintain high levels of competency. Failure to do so may be grounds for removal from SWAT.
SWAT TEAM INTEROPABILITY AND COMMUNICATION
100. PURPOSE To underscore the importance of interoperability and communication between SWAT and other department entities.
101 MANDATE Interopability and communication is a critical objective in order for SWAT members ot educate patrol officers and supervisors about SWAT techniques, strategies and procedures, and to answer patrol personnel questions concerning why SWAT operates as it does and how SWAT interacts with the rest of the department. To facilitate this objective, SWAT supervisors should attend patrol debriefs following a SWAT deployment in order to learn from and provide feedback to patrol resources. (( Operators in Metro 2 will cease any irrelevant teamspeak communications once the Tactical Commander has begun a deployment (includes briefings) or operators have left the 114 footprint. Relevant communications will only be pertinent ooc information relating to the handling of the deployment. These communications may only resume at the conclusion of a deployment at 114 or otherwise stated by the Tactical Commander. ))
SWAT Operators are not allowed to provide mutual aid to any other agency tactical team without the direct supervision of a TCC Element Leader or Squad Leader who approves of the tactical plan. If the TCC EL or SL disagrees with the handling of the incident, they are required to remove the operators from the scene and to report it to their supervisor.
