- 4.1 Application Review Guidelines Defined
- One of the crucial roles of a Firearms Licensing Officer is the reviewing of the applications and ensuring that they are being handled to the highest standards set. Application reviewers are required to point out all the errors encountered in the application, such as violating one of the application's Rules & Regulations. This section helps to set a general idea of how you, as a Firearms Licensing Officer, should handle an application properly.

Receiving an Application
Once an application has been submitted to the Panel, you will receive a notification. ((You can choose to use the discord bot to send you notifications when applications have been submitted)).
If the application is not already being dealt with by another licensing officer you will have the option to VIEW or RECEIVE the application. Any officer with the Firearms Licensing Divison can RECEIVE Personal Firearms License applications. After an officer receives the application, that officer is referred to as the application's "Initial Hander".
Once you have received the application, the table will turn green, indicating that this is now an application you are handling. Two new options will appear, HANDLE APPLICATION and UN-RECEIVE. Please note that you are only able to receive one application at a time.
Now you click HANDLE APPLICATION and you will be brought to the application itself.
Accepting an Application
Now you must review the application.
Open up the characters MDC record by clicking the blue computer icon next to their name at the top of their application form.
Upload the attached fingerprints form to the Mobile Data Computer by clicking Actions > Add Profiling Sample > Select Profiling Sample Type to Fingerprints > Select Facility to Mission Row Police Station - MRS > Click +ADD
Ensure that the applicant has no active warrants and was not convicted of a felony or a misdemeanor on the prohibition list. If so, deny them by clicking DENIED and then ban them by clicking BANNED (9999 for Permanent).
Add the FLD Applicant Caution code by clicking Actions > Add Caution Code > FLD Applicant.
Check that the applicant's submitted attributes have been submitted correctly. (( Check that they are realistic and that they are not massively underweight, for example. ))
Check that the applicant's age on the MDC is the same as that shown on the application.
Check that the phone number the applicant has provided is the same as on the MDC. If it isn't, add the new phone number to their record by clicking Actions > Add phone number.
Check that the applicant has provided a fixed and valid residential address.

Check that the applicant's submitted gender and race match the provided passport photo.
Check that the applicant has correct filled in the Occupation and Employer section correctly

Occupation Guidelines
- The applicant should state their primary occupation and employer only.
- For certain occupations, the Employment section may be "Self-employed".
- For unemployed applicants, the occupation section should read "Unemployed", and the employer section should read "N/A".

Check that the passport photo submitted with the application meets the requirements, then upload it to their MDC record, following the guidelines.

Acceptable Passport Photos
Officers and Applicants can use the Passport Photo Guide to determine whether a submitted passport photo is acceptable.
If an applicant is having issues taking an acceptable passport photo, they can be invited to have one taken by an officer at Mission Row Community Police Station.
Uploading a Mugshot
Once the applicant has provided an acceptable screenshot, it needs to be uploaded to the MDC by opening up the applicant's MDC profile and then clicking Actions > Upload Mugshot > Choose File > Selected the file required.
The Mugshot window will appear, showing the picture you have selected.
Move the selection marker so that only a small area above the top of the head and base of the neck are selected.
Then confirm your selection by pressing the Upload button.

Firearm Storage Guidelines
- Check the type of storage location type matches the address provided.
- Check the location provided is a fixed and valid address;
- All storage locations require a street number or building name but should not contain a floor number or room number when a vehicle is being used;
- Applicants are allowed to store their firearms in a motel or a hotel room.
(( Once the IC part has been completed, move on to check the OOC part of the application. ))
Check that the applicant has provided a valid Stats screenshot.

Check the forum link provided works and that applicant has signed the disclaimer at the bottom of the application with their forum name.

Check that the applicant has confirmed they are not affiliated with any gang.
Check that the applicant correctly filled the License Prohibition Criteria section.
Ensure that the applicant meets the requirements. If not, deny them by clicking DENIED.
If the applicant provides deliberate false information, banned them by clicking BANNED.
If the applicant makes general mistakes, place the application on pending. Each section of the application has a tick box next to it, which can be used to indicate an error has been made. In addition, each section has at least one preset message that can be used to inform the applicant about the error, but you should feel free to edit these messages or make your own where necessary.
When all error check marks have been filled in, you can press PENDING (TICK).
Alternative, by clicking PENDING (OLD), you can write any message you wish to send to the applicant as you why you have returned their application to "Pending".
The applicant must be given at least two chances to correct their mistakes before denying them.
If the application is deemed error-free you can click the ACCEPT option in the upper left corner. The application will then need to be approved by an SFLO/FLS. In the event the original application was received by a SFLO, then that SFLO should not approve the same application they accepted and should instead forward it for approval by another SFLO, or their FLS+
The role of a PFLO ends here.
Reviewing an Application
The application has now been moved to the SFLO section where SFLO's/FLS's will have the option to HANDLE APPLICATION and review it. This person is then referred to as the Reviewing Officer.
The Reviewing Officer must:
Ensure they are NOT reviewing/approving an application that they originally accepted.
Review all sections of the application as stated above
Check the applicant's forum posts for any Pending Player Reports
Check the applicant's Forum posts for signs of Gang Affiliations
Check the applicant's Admin Record to determine if a player requires an OOC ban as per the FLD manual
If the application is deemed error free, click APPROVE.
Issuing a License
Given that the SHAFT Act mandates NO fees for PF licenses, the application will then be sent back to the Initial Handler for a final background check.
No new charges or warrants added to applicants MDC record.
If that check comes back clean, click ISSUE. Then you must issue the license on the MDC:
MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the PF LICENSE as a type.
The FLD Applicant caution code must be removed by whichever officer issues the license.

4.3 License to Carry a Concealed Weapon (CCW)

- Add the number provided on the application to the Mobile Data Computer.
- Upload the attached picture of the applicant to the Mobile Data Computer (as per guidelines); Look Up > Forename Surname > Photo > UPLOAD.
- Upload the attached fingerprints form to the Mobile Data Computer; Person Lookup > Forename Surname > Add Profiling Sample > Select Profiling Sample Type to Fingerprints > Select Facility to Mission Row Police Station - MRS
- Review their Good Cause justification and review it based on section 4.3.2 of this manual. If it is not sufficient or you require more information (residency, occupation, etc), you should place the application on PENDING, giving the applicant up to 2 or more chances to amend their justification if deemed necessary or ask a Senior to place them ON HOLD and allow them to reach out with the relevant documentation requested. If the justification is still not good enough, you should DENY AND BAN them for 1 month, then inform them that their justification is not sufficient and they should re-read the guidelines, as well as indicate that they have the possibility to appeal the decision to the Firearms Licensing Supervisor assigned to the CCW section (consult the roster to ensure the information you're providing is up to date) via e-mail as shown on the Meet The Team page.
- If the applicant makes general mistakes, place the application on pending by clicking PENDING and inform the applicant of what needs to be corrected, providing detailed instructions. If the applicant makes the stated changes, but makes new errors elsewhere, put the application on pending, pointing out the errors made.
- The applicant must be given up to two chances to correct their mistakes and/or make amendments to their Good Cause justification if required before denying them, however, should the justification presented be outright subpar (i.e. if the person does not understand what a CCW license is for or shows poor knowledge of the regulations around it and relevant firearm law and safety) and/or if it simply does not meet the criteria required for obtaining a CCW license, the handling officer is entitled to denying it.
If the application is deemed error-free you can click the ACCEPT option in the upper left corner. The applicant now has the option to take the exam.
As a PFLO, your part is over.
The application has now been moved to the SFLO section where SFLO's/FLS's have the option to HANDLE APPLICATION and review it. If the application is deemed errors free, click APPROVE.
Once the applicant has completed the exam, the panel will either fail their application or forward it onto the payment stage.
The applicant now has to pay the mandatory fee. Once the applicant has submitted proof of payment the issuing officer must run a final background check and if clean, click ISSUE. Then you must issue the license on the MDC:
- MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the CCW LICENSE as a type.
- Add the CCW Caution code by Person Lookup > Forename Surname > Add Caution Code > CCW - Conceal Carry Holder.
4.3.2 Good Cause Guidelines

Summary: Good cause is designed to identify people who are at greater risk of being the victim of violent crime than the average person, people who are living in a high-crime area and even leaving the house can be a risky affair, people who are previous victims of violent crime and believe that the presence of a concealed firearm will aid them, regardless of their experience with a firearm.
- Greater risk than the general public - Heightened threat (Commercial worker in a high-crime area will likely be at a higher risk of being robbed/assaulted than an office worker in Rockford) - Proof of employment should be requested if you feel as though they might not be telling the truth and you are unable to confirm their claim.
- Living in a high-crime area - A resident of Vespucci is likely at a higher risk of needing to utilise their firearm than a resident of Mirror Park (Use your own knowledge, as a police officer you should know what areas are higher crime than others based on the current climate of the city) - Proof of residency should be requested if you feel as though they might not be telling the truth and you are unable to confirm their claim.
- Previous victims of violent crime - See if they detail any past situations in their good cause, maybe they’ve been robbed before, multiple times before? Maybe they live nearby an active gang area and they’ve witnessed shootouts - Real, likely examples with police reports to back them up as evidential will make them far more credible.
- Experience with firearms is NOT judgeable - Hopefully they will include some kind of explanation of their prior experience with firearms, or any certifications/classes they have achieved or attended - If they do not, you could ask about this, but Good cause is not a measure of your skill with firearms.
4.3.3 Good Cause Examples

Below are examples of Good Cause statements and a judgement on if they are acceptable (Remember that statements that are acceptable now may not be in a year, due to the changing climate of the city in terms of crime rates and other factors.
“I have joined G6 security as a protection officer and being armed is a key part for a lot of the work. I require the legal permission to carry a weapon on my person if I am to be prepared for the worst to occur on the job whether it occurs during patrol or on a security detail at a venue.â€Â
BAD Good Cause statement.
You do not require a CCW permit to carry a weapon on you while performing duties as a security guard as long as you possess a PF and Guard Card. No valid reason for the need to carry a concealed weapon.
The first reason is one of the most important which is simply protecting yourself. Being able to carry a pistol concealed is much safer and more efficient when defending yourself. It makes you less of a target when carrying concealed instead of open carrying it. Sometimes a criminal might try to take your weapon from just because it's on your hip or shoulder holster trying to wrestle it away from you. Secondly when out in public, I want to be able to protect my family and loved ones without having a pistol for all to see me carrying it around which draws attention to myself. The third reason is that the area I live in has high amounts of crime in it and I would like to be able to protect myself while in the area. I want to be prepared to defend myself and the life of my family.
BAD Good Cause statement.
No actual proof or reason of imminent danger nor threat provided. No concise details as to why they require a concealed weapon. Mentions of a high crime area but does not mention where and how the crime rate has affected them at all.
Being an avid nature enthusiast I am often out on trails where I need to be able to defend myself against aggressive wildlife in the form of for example mountain lions and coyotes. Considering the obviously high crime rate throughout the state and the constant danger of becoming the victim of violent crime and the fact I travel a lot, I want to make sure I can act in self-defense.
BAD Good Cause statement.
Nature trails are not really present within the incorporated area of Los Santos. In unincorporated areas, carrying a firearm on your person only requires a PF. No actual details of why or how they may become a victim of violent crime other than vaguely mentioning the ‘high crime rate of the state’.
Due to the recent increase in robberies and assaults at storage facilities, my company has recommend applying for a CCW to allow me to carry while on-duty in company vehicles. I have been involved in over 3 potentially life-threatening scenarios with individuals whom have firearms in the past month alone and for my own personal protection, I'd like to know I can carry my firearm without prejudice.
In addition, I'm looking to join my company's security department, in-which the license will also be required.
BAD Good Cause statement.
This statement would require a response from the handling officer. It is true that storage and trucking facilities have seen an increase in violent crime, around Elysian Island. HOWEVER, she should provide proof of employment at one of these companies, and further divulge on how their history with this crime puts the business they are a part of in jeopardy. Furthermore, they have not given any examples of the ‘potentially life-threatening situations’ nor any mentions of a police report. Alongside this, just because a security company ‘requires’ a CCW, doesn’t mean you need to accept them to allow them to join. That is not a valid reason.
As a criminal defense attorney I am very often exposed to several dangers both from potential clients and others. I've worked multiple high profile cases, which only increases the risk coming with that. Due to the increase of the crime rates (primarily hate crimes and armed robberies) in the neighborhood where I live (particularly Vespucci Beach, LS), I'd like to be able to execute my 2nd Amendment rights and carry a firearm concealed on myself.
GOOD Good Cause statement.
Criminal defense attorneys are definitely under a much greater threat of becoming a victim of violent crime, especially when they work high profile cases. Furthermore, the area of Vespucci (In the current climate) is hostile and very dangerous to live in due to high gang activity. Even if they have no proof of previously being a victim of violent crime, their explanation makes it very clear that they are at VERY high risk of becoming one in the future. You MAY find it pertinent to request their BAR card number to be sure they are indeed a criminal defense attorney, alongside proof of residency to confirm their address if unable to confirm.
However, the finishing point regarding the 2nd Amendment right is invalid (as of writing). The 2nd Amendment does not explicitly cover the right to carry a firearm concealed.

I wish to carry a concealed firearm as I feel that I am at higher risk than the average person in my day-to-day life. I work as the manager of a Pawn Shop in Little Seoul called (X), and I live on Ginger Street at the Dream Tower apartment block. In just this short commute to work when I make it, I feel as though I am constantly in danger. There have been many shootouts and other violent situations that occur there, some including automatic weapons. I’ve seen cops respond to them, so I know they happen and I’m sure there’s reports for it.
Furthermore, I’ve been robbed and beaten at gunpoint before in an alleyway fairly near my apartment. I was drove up on and had a pistol pointed at me. Of course, I was unarmed at the time, but if I was I might have been able to protect myself from the assault and robbery that they put upon me. I reported this incident to the police and I believe the investigation is still open (I reported it to Officer (X) and he said it’d be reported under the number (X)).
Alongside this, Pawn Shops include the sale of certain high value good. We have a secure counter between the customers and cashiers, but given the somewhat bad area that Little Seoul has become thanks to the gang activity plaguing it, I’m really worried that they might target us at some point. Or maybe rival gangs from outside the area. I can’t carry my PF licensed weapon exposed or concealed in there as it is not residential property, like the SHAFT Act states it needs to be. I believe carrying this concealed weapon will aid me in protecting myself and others around me in this community we have.
GOOD Good Cause statement.
Verifiable facts and proof of prior incidents. Manager of a business that deals with some high value goods. Victim of a violent crime (Armed Robbery and Battery/Aggravated Battery depending on the report), and a high-crime area that (as of writing) is verifiable as Little Seoul has seen more dangerous incidents that relate to shootings, stabbings or otherwise. Good knowledge of the SHAFT Act and compliance with all procedures (Not a requirement but good to see nonetheless).
HOWEVER, you may wish to request further proof of management of the Pawn Shop if you are unavailable to confirm it yourself.

- Pay close attention to make sure they didn't lose their license for false reasons. If that's the case, then double-check if they are eligible to attain a PF license again in the PF License Guidelines.

- If the applicant provides deliberate false information, deny them.
- If the applicant makes general mistakes or formatting error, place the application on pending informing the applicant of what needs to be corrected, providing detailed instructions. - When reviewing Re-issuance applications the main area of focus should be that the applicant does not have their license for an OOC reason and deserves to have it back. (I.e. legal name change, bringing an old character back.)
- ((As an FLO, you can only handle applications where the individual selected 'PF LICENSE WIPE' as their reason for the license being removed.))
- As an SFLO, you can do applications where the individual selected 'Other' as their reason for the license being removed. ((Or where they selected 'OOC Misconduct' or 'Charges Dropped by Court'))
- Once the application has been thoroughly evaluated, you should issue their license and post the 'Issued' on their application.
- If Applicant already has a revoked license on record:
- Clicking 'Reissue' will automatically redirect you to their MDC record to reissue the license.
- If Applicant has no firearm licenses on record:
- MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the licenses they were re-applying for as a type.

[*][b]Previous victims of violent crime[/b] - See if they detail any past situations in their good cause, maybe they’ve been robbed before, multiple times before? Maybe they live nearby an active gang area and they’ve witnessed shootouts - Real, likely examples with police reports to back them up as evidential will make them far more credible.
[*][b]Experience with firearms is NOT judgeable[/b] - Hopefully they will include some kind of explanation of their prior experience with firearms, or any certifications/classes they have achieved or attended - If they do not, you could ask about this, but Good cause is not a measure of your skill with firearms.[/list][/spoiler]

Furthermore, they have not given any examples of the ‘potentially life-threatening situations’ nor any mentions of a police report. Alongside this, just because a security company ‘requires’ a CCW, doesn’t mean you need to accept them to allow them to join. That is not a valid reason.

Even if they have no proof of previously being a victim of violent crime, their explanation makes it very clear that they are at VERY high risk of becoming one in the future. You MAY find it pertinent to request their BAR card number to be sure they are indeed a criminal defense attorney, alongside proof of residency to confirm their address if unable to confirm.
However, the finishing point regarding the 2nd Amendment right is invalid (as of writing). The 2nd Amendment does not explicitly cover the right to carry a firearm concealed.

I work as the manager of a Pawn Shop in Little Seoul called (X), and I live on Ginger Street at the Dream Tower apartment block. In just this short commute to work when I make it, I feel as though I am constantly in danger. There have been many shootouts and other violent situations that occur there, some including automatic weapons. I’ve seen cops respond to them, so I know they happen and I’m sure there’s reports for it.
Furthermore, I’ve been robbed and beaten at gunpoint before in an alleyway fairly near my apartment. I was drove up on and had a pistol pointed at me. Of course, I was unarmed at the time, but if I was I might have been able to protect myself from the assault and robbery that they put upon me. I reported this incident to the police and I believe the investigation is still open (I reported it to Officer (X) and he said it’d be reported under the number (X)).
Alongside this, Pawn Shops include the sale of certain high value good. We have a secure counter between the customers and cashiers, but given the somewhat bad area that Little Seoul has become thanks to the gang activity plaguing it, I’m really worried that they might target us at some point. Or maybe rival gangs from outside the area. I can’t carry my PF licensed weapon exposed or concealed in there as it is not residential property, like the SHAFT Act states it needs to be. I believe carrying this concealed weapon will aid me in protecting myself and others around me in this community we have.[/i]

As a PFLO, your part is over.
The application has now been moved to the SFLO section where SFLO's/FLS's have the option to [b][color=#004080]HANDLE APPLICATION[/color][/b] and review it. If the application is deemed errors free, click [color=#008000][b]APPROVE[/b][/color].
Once the applicant has completed the exam, the panel will either fail their application or forward it onto the payment stage.
The applicant now has to pay the mandatory fee. Once the applicant has submitted proof of payment the issuing officer must run a final background check and if clean, click [color=#008000][b]ISSUE[/b][/color]. Then you must issue the license on the MDC:
