《热武器管理分局手册》由五卷组成,涵盖所有程序、政策、规章与条例。本手册的引用系统使得手册中任何特定部分在需要时均可随时被轻松引用。引用格式为“卷.节/行”。一个标准完整索引示例如下:“1.3/6”。

1.1 - Rules & Regulations Defined
  • There is a lot of responsibility in becoming a Firearms Licensing Officer. We expect all members of the Firearms Licensing Division to follow the Rules & Regulations at all times as listed below in addition to the department-wide Rules & Regulations. Failure to do so will result in disciplinary action.

1.2 - Code of Conduct
  • Licensing officers are expected to be actively involved and dedicated to the division. Officers should be fair and unbiased when handling applications. They should be focused on their task and perform them without error. They should be professional and are expected to be polite to the public as well as their divisional colleagues. Licensing Officers are also expected to be considerate and supportive with each other and the applicants.

1.3 - Activity Requirements
  • The Personal Records file is used to measure member activity within the division. At the end of each month, the Command Team will create a Monthly Review of the division's performance. The statistics gathered will be used to calculate the average points documented between its members and create a grade ranging from POOR, GOOD, and ABOVE & BEYOND.

    If a member has a POOR rating on the monthly activity review. They will be sent a notice of this in the form of a documented warning. The division member then has fourteen (14) days to show improvement, or they may be subject to discharge from the Firearms Licensing Division. Failure to keep track of your divisional and Personal Records will not only affect the monthly statistics result, but it will also make it harder for the Management Team to track your progress, and for you to step up in rank.
1.4 - ASB Personal Files
  • It's mandatory for all division members to maintain a Administrative Services Bureau Personal File. All Firearms Licensing Officers/Licensing Assistants must update their Personal Files at the beginning of each month.
    • All actions performed on the FLD Panel are logged and the ASB Activity Points are automatically added to the member's FLD Point Tracker.;
    • Actions performed outside the FLD panel (e.g. issuing a LEO CCW, handling a serial check on the Los Santos Police internet page, etc) should be logged manually by the member performing these.
    The division member may choose to use one of the export options to update their ASB Personal File. Export options allow members to copy a finished format with their monthly activities listed, ready to be pasted into their personal file. A member should go to the FLD POINT TRACKER subsection of the Panel and press the EXPORT FULL FORMAT button to receive an automatically generated activity report.
1.5 - FLD Panel Regulations
  • It's mandatory for all members to have access to the FLD Panel;
  • All actions on the FLD panel are logged and members are expected to remain professional and not abuse the panel in any way;
  • ((Usernames on the FLD panel should be the same as the one you use to log into the game.));
  • ((Each member is required to keep their profile information up to date on the FLD Panel (e.g. rank, name, etc.))).

fldlogo 第 3 章 - 组织架构
2.1 架构
  • 热武器管理分局目前负责发放五种类型的许可证:个人热武器许可证(PFL)、隐蔽携带武器许可证(CCW)、安保人员许可证(SGL/GC) 以及执法人员隐蔽携带武器许可证(LEO-CCW),并由此形成了相应的工作科室. 每位成员在加入分局时,将被分配至特定工作科室,并接受执照主管、高级别执照官的监督和培训. 执照主管负责管理其科室成员、工作表现及科室的日常运作.
2.2 审核科
  • 调查和审核科负责审阅执照申请书,申请人犯罪背景调查,申请人走访调查和相关人访谈. 该科室的核心任务是,通过综合的的调查和管理手段,确保进入执照申请培训阶段的申请人具备热武器持有者的必备素质,这包括了:国籍和合适的居留权,清白的个人犯罪历史,稳定的工作和安全的住处,良好的社会声誉和社会关系.
2.3 教育培训科
  • 教育和培训科负责制定热武器安全标准,组织热武器申请人的培训和考试,颁发热武器申请人合格许可.该科室的核心任务是:确保热武器申请人正确地被教育到热武器的政策、热武器的使用方式,使他们能正当、合理、合法的使用和保护自己的生命财产安全,并进一步减少社会治安风险.
2.4 总务科(分局指挥组)
  • 总务科是分局指挥组的直属科室,其任务是监控分局日常运作,制定方针政策,承担综合管理任务.总务科设:情报官、媒体官、培训官,分别负责主导分局内外情报沟通、媒体公共关系和分局内部教育.
2.5 调查科(枪支特遣队)
  • 调查科(枪支特遣队)是分局内的调查和缉捕单位,其核心任务是调查热武器持有人行为的正当和合法性,追踪丢失的合法枪支,组织武器的没收行动等. 该科室直接接受警探局的领导,并在必要情况下与反恐与特殊行动部门、ATF、GND等职能部门联合行动.
2.6 科室间合作.
  • 热武器管理分局鼓励并期望成员之间、科室之间开展协作,此要求亦适用于科室的高级成员. 然而,为尊重各科室成员处理本职范围内的事务,其他科室的执照官仅应在以下情况下接手处理来自外科室的申请:
    • 该申请已超过24小时未被处理
    • 申请人为初步审核阶段

本章列出了热武器管理分局内的职级分野和可以承担的任务. 各阶级权限均为向下继承,上级警员自动拥有下级成员的所有权限.

4.1 Rank Authority
  • 指挥官
    • 对热武器管理分局拥有完全管辖权
    • 有权将任何级别的警员晋升至任何级别
    • 有权酌情修改官方文件
    • 拥有以下所有列出的权限.


    Assistant Commanding Officer
    • Assists the Commanding Officer in effect of the Division.
    • Has complete authority in the absence of the CO.
    • May promote officers from P-FLO to FLC.
    • May hire, terminate & suspend licensing officers as deemed fit.
    • May demote officers to any rank.
    • May change official documents with the permission of the Commanding Officer.
    • All permissions listed below this rank apply.


    Firearms Licensing Coordinator
    • Acts in a command capacity over the Firearms Licensing Division.
    • May change official documents with the permission of the Commanding Officer.
    • May hire & suspend officers SFLO and below.
    • May promote officers from P-FLO to SFLO.
    • Will prioritize their section as assigned by the CO and A/CO. May also handle other sections but must make their own a priority. Current sections:
      • Legalities, SHAFT Compliance and Documentation
      • Applications & Division Member management
      • Field Operations
    • All permissions listed below this rank apply.

    Firearms Licensing Supervisor
    • Acts in a supervisory capacity over the Firearms Licensing Division.
    • May put an application ON HOLD.
    • May handle assignment requests for sections within the Firearms Licensing Division.
    • ((May ban or deny an applicant for their administrative record if minor, major and offenses were not repeated.))
    • Is in charge of their assigned section and responsible for the (Senior) Firearms Licensing Officers under them.
    • Acts in a supervisory capacity over Senior Firearms Licensing Officers and below.
    • May suspend lower-ranking licensing officers as deemed fit with the permission of the Firearms Licensing Coordinator.
    • May approve an application that they also accepted.
    • All permissions listed below this rank apply.

    Supervising Licensing Assistant
    (Civilian)
    • Acts in a supervisory capacity over the employed Licensing Assistants.
    • May put an application ON HOLD.
    • ((May ban or deny an applicant for their administrative record if minor, major and offenses were not repeated.))
    • Is in charge of their category.
    • May suspend lower-ranking licensing assistants as deemed fit with the permission of the Firearms Licensing Coordinator.
    • May approve pending review applications (unless the application is one that they also accepted) ONLY when the application has not been reviewed by other FLD personnel for a set amount of hours dynamically set by FLD Command.
    • All permissions listed below this rank apply.

    Licensing Assistant
    (Civilian Rank)
    • May accept & deny PF, CCW & GC applications ONLY when the application has not been received by other FLD personnel for a set amount of hours dynamically set by FLD Command.
    • May ban applicants with a felony charge or a prohibited misdemeanor charge.
    • Is allowed to participate in Lost/Stolen Firearm procedures while accompanied/supervised by an FLO+.
    • Is allowed to handle Firearm Serial Checks.
    • May handle re-issuance applications labelled 'License Renewal'
3.2 Promotion Requirements
  • Eligibility for promotion to FLO:
    • A minimum of 14 days in FLD; reviewed every mid-monthly review.
    • At least the rank of Police Officer I.
    • Handle applications adequately.
  • Eligibility for promotion to SFLO:
    • A minimum of one month and two weeks in FLD.
    • At least the rank of Police Officer II.
    • Good forum/panel activity within the FLD sections and general interaction with the division.
    • Good knowledge of the inner workings of FLD.
    • No major amount of reported mistakes. (e.g issuing someone a CCW through the MDC instead of a PF)
    • Relatively clean disciplinary record.

3.3 (( FLD-OOC Ban Guide ))

In order to ban an applicant for Out of Character reasons (ADMIN JAILS ONLY), sufficient evidence of the offense must be present, and the member handling the ban should be at least a Senior Firearms Licensing Officer. Said evidence can mean their recent administrative record, the word of an admin (including admin requests), a video, or a screenshot of them admitting it. The following offenses and times have been approved by Legal Faction Management as a punishment:
  • Common Courtesy - 1 month ban
  • Powergaming - 3 month ban
  • Deathmatching - 3 month ban
  • Abusing a Purchase Firearm License - permanent ban
  • Asset Transfer - 1 month ban
To ban someone, one of two ways are at your disposal depending on your internal rank;

1. They have an outstanding application and a ban can be issued through the application action menu. Seniors will be limited to this option only.

2. If there is no outstanding application, they can be banned through the Manage Characters section under "Ban Settings". This option will only be available to Supervisors and above.

In order to unban someone, an appeal can be made to the Firearms Licensing Division Command, who will decide on the outcome.

  • 4.1 Application Review Guidelines Defined
    • One of the crucial roles of a Firearms Licensing Officer is the reviewing of the applications and ensuring that they are being handled to the highest standards set. Application reviewers are required to point out all the errors encountered in the application, such as violating one of the application's Rules & Regulations. This section helps to set a general idea of how you, as a Firearms Licensing Officer, should handle an application properly.

    Receiving an Application

    Once an application has been submitted to the Panel, you will receive a notification. ((You can choose to use the discord bot to send you notifications when applications have been submitted)).

    If the application is not already being dealt with by another licensing officer you will have the option to VIEW or RECEIVE the application. Any officer with the Firearms Licensing Divison can RECEIVE Personal Firearms License applications. After an officer receives the application, that officer is referred to as the application's "Initial Hander".

    Once you have received the application, the table will turn green, indicating that this is now an application you are handling. Two new options will appear, HANDLE APPLICATION and UN-RECEIVE. Please note that you are only able to receive one application at a time.

    Now you click HANDLE APPLICATION and you will be brought to the application itself.

    Accepting an Application

    Now you must review the application.
    Open up the characters MDC record by clicking the blue computer icon next to their name at the top of their application form.
    Upload the attached fingerprints form to the Mobile Data Computer by clicking Actions > Add Profiling Sample > Select Profiling Sample Type to Fingerprints > Select Facility to Mission Row Police Station - MRS > Click +ADD
    Ensure that the applicant has no active warrants and was not convicted of a felony or a misdemeanor on the prohibition list. If so, deny them by clicking DENIED and then ban them by clicking BANNED (9999 for Permanent).
    Add the FLD Applicant Caution code by clicking Actions > Add Caution Code > FLD Applicant.
    Check that the applicant's submitted attributes have been submitted correctly. (( Check that they are realistic and that they are not massively underweight, for example. ))
    Check that the applicant's age on the MDC is the same as that shown on the application.
    Check that the phone number the applicant has provided is the same as on the MDC. If it isn't, add the new phone number to their record by clicking Actions > Add phone number.
    Check that the applicant has provided a fixed and valid residential address.

    Residential Address Guidelines

    The address is used in few different ways. When a Personal Firearm's License is issued, it is posted to the applicant, so no valid or fixed address, then no license can be sent.

    The address is also used if an arrest warrant is issued against a holder of a Personal Firearms License. If they have a License, it's safe to assume they have a firearm, so more caution is required if a warrant is issued.

    Check that the applicant's submitted gender and race match the provided passport photo.
    Check that the applicant has correct filled in the Occupation and Employer section correctly

    • The applicant should state their primary occupation and employer only.
    • For certain occupations, the Employment section may be "Self-employed".
    • For unemployed applicants, the occupation section should read "Unemployed", and the employer section should read "N/A".

    Check that the passport photo submitted with the application meets the requirements, then upload it to their MDC record, following the guidelines.

    Officers and Applicants can use the Passport Photo Guide to determine whether a submitted passport photo is acceptable.

    If an applicant is having issues taking an acceptable passport photo, they can be invited to have one taken by an officer at Mission Row Community Police Station.

    Uploading a Mugshot

    Once the applicant has provided an acceptable screenshot, it needs to be uploaded to the MDC by opening up the applicant's MDC profile and then clicking Actions > Upload Mugshot > Choose File > Selected the file required.
    The Mugshot window will appear, showing the picture you have selected.

    Firearm Storage Guidelines
    • Check the type of storage location type matches the address provided.
    • Check the location provided is a fixed and valid address;
    • All storage locations require a street number or building name but should not contain a floor number or room number when a vehicle is being used;
    • Applicants are allowed to store their firearms in a motel or a hotel room.

    (( Once the IC part has been completed, move on to check the OOC part of the application. ))

    The Stats screenshot must:
    Be unedited and show the applicant's chat window on the left, their money on the right, and the game version along the bottom. If the applicant is using the new player's interface, the HUD should appear in the right upper corner.
    Show the character name and UCP name.
    Show the current number of hours played on the character.
    Show that a minimum of thirty (30) hours have been played on the character. The FLD Panel will automatically verify that the character has 30 hours of in-game time before allowing an applicant to apply.
    Show that the date and time in the /stats is recent.

    Check the forum link provided works and that applicant has signed the disclaimer at the bottom of the application with their forum name.

    Acceptable Admin Screenshot

    The Admin record screenshot must:
    Be unedited and show the full admin record.
    Show the player's UCP name underneath "Use Profile".
    Show the player's UCP name in the top right corner.
    Show the time and date on the bottom left of the UCP panel.
    Show every part of the different record sections.
    Be only one image, but two can be accepted if necessary.

    Check that the applicant has confirmed they are not affiliated with any gang.
    Check that the applicant correctly filled the License Prohibition Criteria section.

    Ensure that the applicant meets the requirements. If not, deny them by clicking DENIED.
    If the applicant provides deliberate false information, banned them by clicking BANNED.

    If the applicant makes general mistakes, place the application on pending. Each section of the application has a tick box next to it, which can be used to indicate an error has been made. In addition, each section has at least one preset message that can be used to inform the applicant about the error, but you should feel free to edit these messages or make your own where necessary.

    When all error check marks have been filled in, you can press PENDING (TICK).

    Alternative, by clicking PENDING (OLD), you can write any message you wish to send to the applicant as you why you have returned their application to "Pending".

    The applicant must be given at least two chances to correct their mistakes before denying them.
    If the application is deemed error-free you can click the ACCEPT option in the upper left corner. The application will then need to be approved by an SFLO/FLS. In the event the original application was received by a SFLO, then that SFLO should not approve the same application they accepted and should instead forward it for approval by another SFLO, or their FLS+

    The role of a PFLO ends here.

    Reviewing an Application

    The application has now been moved to the SFLO section where SFLO's/FLS's will have the option to HANDLE APPLICATION and review it. This person is then referred to as the Reviewing Officer.

    The Reviewing Officer must:
    Ensure they are NOT reviewing/approving an application that they originally accepted.
    Review all sections of the application as stated above
    Check the applicant's forum posts for any Pending Player Reports
    Check the applicant's Forum posts for signs of Gang Affiliations
    Check the applicant's Admin Record to determine if a player requires an OOC ban as per the FLD manual

    If the application is deemed error free, click APPROVE.

    Issuing a License

    Given that the SHAFT Act mandates NO fees for PF licenses, the application will then be sent back to the Initial Handler for a final background check.

    No new charges or warrants added to applicants MDC record.

    If that check comes back clean, click ISSUE. Then you must issue the license on the MDC:
    MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the PF LICENSE as a type.

    The FLD Applicant caution code must be removed by whichever officer issues the license.

    4.3 License to Carry a Concealed Weapon (CCW)

    • 4.3.1 Application Process

      Now you must review the application and:
      • Ensure that the applicant was not convicted of a felony or a misdemeanor on the prohibiting list. If so, deny them by clicking DENIED.
      • Ensure that the applicant was not denied earlier than 72 hours ago. If so, deny them by clicking DENIED.
      • Ensure that the applicant meets the requirements If not, deny them by clicking DENIED.
      • If the applicant provides deliberate false information, deny them by clicking DENIED.
      • Add the number provided on the application to the Mobile Data Computer.
      • Upload the attached picture of the applicant to the Mobile Data Computer (as per guidelines); Look Up > Forename Surname > Photo > UPLOAD.
      • Upload the attached fingerprints form to the Mobile Data Computer; Person Lookup > Forename Surname > Add Profiling Sample > Select Profiling Sample Type to Fingerprints > Select Facility to Mission Row Police Station - MRS
      • Review their Good Cause justification and review it based on section 4.3.2 of this manual. If it is not sufficient or you require more information (residency, occupation, etc), you should place the application on PENDING, giving the applicant up to 2 or more chances to amend their justification if deemed necessary or ask a Senior to place them ON HOLD and allow them to reach out with the relevant documentation requested. If the justification is still not good enough, you should DENY AND BAN them for 1 month, then inform them that their justification is not sufficient and they should re-read the guidelines, as well as indicate that they have the possibility to appeal the decision to the Firearms Licensing Supervisor assigned to the CCW section (consult the roster to ensure the information you're providing is up to date) via e-mail as shown on the Meet The Team page.
      • If the applicant makes general mistakes, place the application on pending by clicking PENDING and inform the applicant of what needs to be corrected, providing detailed instructions. If the applicant makes the stated changes, but makes new errors elsewhere, put the application on pending, pointing out the errors made.
      • The applicant must be given up to two chances to correct their mistakes and/or make amendments to their Good Cause justification if required before denying them, however, should the justification presented be outright subpar (i.e. if the person does not understand what a CCW license is for or shows poor knowledge of the regulations around it and relevant firearm law and safety) and/or if it simply does not meet the criteria required for obtaining a CCW license, the handling officer is entitled to denying it.
      If the application is deemed error-free you can click the ACCEPT option in the upper left corner. The applicant now has the option to take the exam.

      As a PFLO, your part is over.

      The application has now been moved to the SFLO section where SFLO's/FLS's have the option to HANDLE APPLICATION and review it. If the application is deemed errors free, click APPROVE.

      Once the applicant has completed the exam, the panel will either fail their application or forward it onto the payment stage.

      The applicant now has to pay the mandatory fee. Once the applicant has submitted proof of payment the issuing officer must run a final background check and if clean, click ISSUE. Then you must issue the license on the MDC:
      • MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the CCW LICENSE as a type.
      • Add the CCW Caution code by Person Lookup > Forename Surname > Add Caution Code > CCW - Conceal Carry Holder.

      4.3.2 Good Cause Guidelines

      Summary: Good cause is designed to identify people who are at greater risk of being the victim of violent crime than the average person, people who are living in a high-crime area and even leaving the house can be a risky affair, people who are previous victims of violent crime and believe that the presence of a concealed firearm will aid them, regardless of their experience with a firearm.
      • Greater risk than the general public - Heightened threat (Commercial worker in a high-crime area will likely be at a higher risk of being robbed/assaulted than an office worker in Rockford) - Proof of employment should be requested if you feel as though they might not be telling the truth and you are unable to confirm their claim.
      • Living in a high-crime area - A resident of Vespucci is likely at a higher risk of needing to utilise their firearm than a resident of Mirror Park (Use your own knowledge, as a police officer you should know what areas are higher crime than others based on the current climate of the city) - Proof of residency should be requested if you feel as though they might not be telling the truth and you are unable to confirm their claim.
      • Previous victims of violent crime - See if they detail any past situations in their good cause, maybe they’ve been robbed before, multiple times before? Maybe they live nearby an active gang area and they’ve witnessed shootouts - Real, likely examples with police reports to back them up as evidential will make them far more credible.
      • Experience with firearms is NOT judgeable - Hopefully they will include some kind of explanation of their prior experience with firearms, or any certifications/classes they have achieved or attended - If they do not, you could ask about this, but Good cause is not a measure of your skill with firearms.

      4.3.3 Good Cause Examples

      Below are examples of Good Cause statements and a judgement on if they are acceptable (Remember that statements that are acceptable now may not be in a year, due to the changing climate of the city in terms of crime rates and other factors.

      “I have joined G6 security as a protection officer and being armed is a key part for a lot of the work. I require the legal permission to carry a weapon on my person if I am to be prepared for the worst to occur on the job whether it occurs during patrol or on a security detail at a venue.”
      BAD Good Cause statement.
      You do not require a CCW permit to carry a weapon on you while performing duties as a security guard as long as you possess a PF and Guard Card. No valid reason for the need to carry a concealed weapon.

      The first reason is one of the most important which is simply protecting yourself. Being able to carry a pistol concealed is much safer and more efficient when defending yourself. It makes you less of a target when carrying concealed instead of open carrying it. Sometimes a criminal might try to take your weapon from just because it's on your hip or shoulder holster trying to wrestle it away from you. Secondly when out in public, I want to be able to protect my family and loved ones without having a pistol for all to see me carrying it around which draws attention to myself. The third reason is that the area I live in has high amounts of crime in it and I would like to be able to protect myself while in the area. I want to be prepared to defend myself and the life of my family.
      BAD Good Cause statement.
      No actual proof or reason of imminent danger nor threat provided. No concise details as to why they require a concealed weapon. Mentions of a high crime area but does not mention where and how the crime rate has affected them at all.

      Being an avid nature enthusiast I am often out on trails where I need to be able to defend myself against aggressive wildlife in the form of for example mountain lions and coyotes. Considering the obviously high crime rate throughout the state and the constant danger of becoming the victim of violent crime and the fact I travel a lot, I want to make sure I can act in self-defense.
      BAD Good Cause statement.
      Nature trails are not really present within the incorporated area of Los Santos. In unincorporated areas, carrying a firearm on your person only requires a PF. No actual details of why or how they may become a victim of violent crime other than vaguely mentioning the ‘high crime rate of the state’.

      Due to the recent increase in robberies and assaults at storage facilities, my company has recommend applying for a CCW to allow me to carry while on-duty in company vehicles. I have been involved in over 3 potentially life-threatening scenarios with individuals whom have firearms in the past month alone and for my own personal protection, I'd like to know I can carry my firearm without prejudice.
      In addition, I'm looking to join my company's security department, in-which the license will also be required.

      BAD Good Cause statement.
      This statement would require a response from the handling officer. It is true that storage and trucking facilities have seen an increase in violent crime, around Elysian Island. HOWEVER, she should provide proof of employment at one of these companies, and further divulge on how their history with this crime puts the business they are a part of in jeopardy. Furthermore, they have not given any examples of the ‘potentially life-threatening situations’ nor any mentions of a police report. Alongside this, just because a security company ‘requires’ a CCW, doesn’t mean you need to accept them to allow them to join. That is not a valid reason.

      As a criminal defense attorney I am very often exposed to several dangers both from potential clients and others. I've worked multiple high profile cases, which only increases the risk coming with that. Due to the increase of the crime rates (primarily hate crimes and armed robberies) in the neighborhood where I live (particularly Vespucci Beach, LS), I'd like to be able to execute my 2nd Amendment rights and carry a firearm concealed on myself.
      GOOD Good Cause statement.
      Criminal defense attorneys are definitely under a much greater threat of becoming a victim of violent crime, especially when they work high profile cases. Furthermore, the area of Vespucci (In the current climate) is hostile and very dangerous to live in due to high gang activity. Even if they have no proof of previously being a victim of violent crime, their explanation makes it very clear that they are at VERY high risk of becoming one in the future. You MAY find it pertinent to request their BAR card number to be sure they are indeed a criminal defense attorney, alongside proof of residency to confirm their address if unable to confirm.
      However, the finishing point regarding the 2nd Amendment right is invalid (as of writing). The 2nd Amendment does not explicitly cover the right to carry a firearm concealed.

      I wish to carry a concealed firearm as I feel that I am at higher risk than the average person in my day-to-day life. I work as the manager of a Pawn Shop in Little Seoul called (X), and I live on Ginger Street at the Dream Tower apartment block. In just this short commute to work when I make it, I feel as though I am constantly in danger. There have been many shootouts and other violent situations that occur there, some including automatic weapons. I’ve seen cops respond to them, so I know they happen and I’m sure there’s reports for it.
      Furthermore, I’ve been robbed and beaten at gunpoint before in an alleyway fairly near my apartment. I was drove up on and had a pistol pointed at me. Of course, I was unarmed at the time, but if I was I might have been able to protect myself from the assault and robbery that they put upon me. I reported this incident to the police and I believe the investigation is still open (I reported it to Officer (X) and he said it’d be reported under the number (X)).
      Alongside this, Pawn Shops include the sale of certain high value good. We have a secure counter between the customers and cashiers, but given the somewhat bad area that Little Seoul has become thanks to the gang activity plaguing it, I’m really worried that they might target us at some point. Or maybe rival gangs from outside the area. I can’t carry my PF licensed weapon exposed or concealed in there as it is not residential property, like the SHAFT Act states it needs to be. I believe carrying this concealed weapon will aid me in protecting myself and others around me in this community we have.

      GOOD Good Cause statement.
      Verifiable facts and proof of prior incidents. Manager of a business that deals with some high value goods. Victim of a violent crime (Armed Robbery and Battery/Aggravated Battery depending on the report), and a high-crime area that (as of writing) is verifiable as Little Seoul has seen more dangerous incidents that relate to shootings, stabbings or otherwise. Good knowledge of the SHAFT Act and compliance with all procedures (Not a requirement but good to see nonetheless).
      HOWEVER, you may wish to request further proof of management of the Pawn Shop if you are unavailable to confirm it yourself.

    4.5 San Andreas Guard Card (GC)

    Once an application has been submitted into the database you will receive a notification. ((You can choose to use the discord bot to send you notifications when applications have been submitted)). If the application is not already being dealt with by another licensing officer you will have the option to VIEW or RECEIVE the application. There is also a button on the left-hand side of the table to be brought to the applicant's MDC record.

    Once you have received the application, the table will turn green, indicating that this is now an application you are handling. Two new options will appear, HANDLE APPLICATION and UN-RECEIVE. Please note that you are only able to receive one application at a time.

    Now you click HANDLE APPLICATION and you will be brought to the application itself.

    Now you must review the application and:
    • Ensure that the applicant was not convicted of a felony or a misdemeanor on the prohibiting list. If so, deny them by clicking DENIED.
    • Ensure that the applicant was not denied earlier than 72 hours ago. If so, deny them by clicking DENIED.
    • Ensure that the applicant meets the requirements If not, deny them by clicking DENIED.
    • If the applicant provides deliberate false information, deny them by clicking DENIED.
    • Add the number provided on the application to the Mobile Data Computer.
    • Upload the attached picture of the applicant to the Mobile Data Computer (as per guidelines); Look Up > Forename Surname > Photo > UPLOAD.
    • Upload the attached fingerprints form to the Mobile Data Computer; Person Lookup > Forename Surname > Add Profiling Sample > Select Profiling Sample Type to Fingerprints > Select Facility to Mission Row Police Station - MRS
    • If the applicant makes general mistakes, place the application on pending by clicking PENDING and inform the applicant of what needs to be corrected, providing detailed instructions. If the applicant makes the stated changes, but makes new errors elsewhere, put the application on pending, pointing out the errors made.
    • The applicant must be given at least two chances to correct their mistakes before denying them.
    If the application is deemed error-free you can click the ACCEPT option in the upper left corner. The applicant now has the option to take the exam.

    As a PFLO, your part is over.

    The application has now been moved to the SFLO section where SFLO's/FLS's have the option to HANDLE APPLICATION and review it. If the application is deemed errors free, click APPROVE.

    Once the applicant has completed the exam, the panel will either fail their application or forward it onto the payment stage.

    The applicant now has to pay the mandatory fee. Once the applicant has submitted proof of payment the issuing officer must run a final background check and if clean, click ISSUE. Then you must issue the license on the MDC:
    • MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the GUARD CARD LICENSE as a type.

    • Pay close attention to make sure they didn't lose their license for false reasons. If that's the case, then double-check if they are eligible to attain a PF license again in the PF License Guidelines.

    • As an SFLO, you can do applications where the individual selected 'Other' as their reason for the license being removed. ((Or where they selected 'OOC Misconduct' or 'Charges Dropped by Court'))
    • Once the application has been thoroughly evaluated, you should issue their license and post the 'Issued' on their application.
      • If Applicant already has a revoked license on record:
        • Clicking 'Reissue' will automatically redirect you to their MDC record to reissue the license.
      • If Applicant has no firearm licenses on record:
        • MOBILE DATA COMPUTER > LICENSE DATABASE > ADD LICENSE; type down the applicant's name and then select the licenses they were re-applying for as a type.

5.1 - Revocation of Licenses Explained
  • The process below is to be used by Firearms Licensing Officers and members of higher rank in the division. This describes the right track to revoke a license and properly document it. Make sure that when you are asked to revoke someone's license you inquire as to the reason why so that you may properly document this. Proper documentation and following of this section of the manual is important to have things properly documented and allows us to refer back to the reason of their revocation if and when the person applies for a re-issuance.

5.2 - Revocation Process
  • Once a license is revoked from the Mobile Data Computer, a request will automatically be created in the License Database tab on the MDC.
  • Open revocation requests on the MDC under License Database > Revoked Firearm Licenses tab.
  • Select the person on the MDC and navigate to the top right. Make sure the licenses to be revoked show up as "REVOKED".
  • Make a new report on the person's Mobile Data Computer profile, detailing the following;
    MOBILE DATA COMPUTER > PERSON LOOKUP > ACTIONS > CREATE RECORD > TYPE: INFORMATION > STATUS: CLOSED > CONFIDENTIAL LEVEL: ALL OFFICERS > REMARK: PF/CCW/GC REVOKED — DD/MMM/YYYY > CRIMINAL POINTS: LEAVE BLANK > REPORT: "PF/CCW/GC REVOKED BECAUSE OF ARREST MADE ON 27/JUN/2020 INVOLVING PENAL CODE CHARGE 607" > SUBMIT.
  • Search up the application(s) of the person whose revocation you are going to be handling in the Guard Card or Personal Protection Permit Section archive.
  • Select the VIEW / REVOKE action which will pull up the person's application. Under actions select REVOKE LICENSE and enter the reason why the license has been revoked and press REVOKE LICENSE.
  • If the application cannot be found on the FLD panel the application can be found in the older archives ((forum archives)). If located in the older archives you must;
  • Amend the application(s) title(s) from [ISSUED] to [REVOKED].
  • Post on the application(s) with the reason the license was revoked. ((This can also be out-of-character, in accordance with the Purchase Firearm license guidelines.))
  • Once the above tasks have been completed you must press the ARCHIVE action on the MDC and the process is finalized.

6.1 - Lost Firearm Procedure Explained
  • The process below is to be used by Firearms Licensing Officers and members of higher rank in the division. The lost/stolen/missing firearm section serves the purpose of notifying local Law Enforcement Agencies of the theft or loss of a state registered firearm and follows narrative-based regulations where citizens are required to provide as much detail as possible when filing their reports, along with any possible evidence. The duty of a Firearms Licensing Officers or higher is to ensure the report is properly filed, according to the requirements listed in the public format, investigate the incident and report back to the licensee when updates are available.

6.2 - Internal Processing
  • Read the licensee's Lost Firearm Report and determine, through a background search, what kind of licenses they have and what other firearms they own.
  • Determine if the licensee has completed all of the required fields with as much detail as possible.
  • Based on the amount of information, if the handling officers determine that they have enough information to work with, the report can be marked ACKNOWLEDGED and moved into the OUTSTANDING section until the firearm is found.
  • If the report is deemed INSUFFICIENT then the report should be put on hold by using the INVESTIGATION PHASE format. The reporting party should be reached within 72 hours with either an interview invitation, instructions to edit the report to include all the missing information or forum PM questions. The Investigation Phase is the phase which insufficient information impedes the fast recovery of a firearm and attempts to communicate with the reporting licensee are made in order to obtain the lacking information. An internal file should be made using the REPORT FILE format, which shall be kept updated with any relevant information.
  • If a licensee agrees to oblige to the Firearms Licensing Officer's request for an interview, he or she should be interviewed at the Vespucci Headquarters, in one of the vacant offices. The interview should be recorded and later attached to the REPORT FILE as a transcript. The interview should be done by the initial handling officer that placed the report on hold, if otherwise impossible, another member should take the interview after unselfish attempts to contact the initial handling officer have been made. Although an invitation for an interview is sent, we cannot legally enforce their presence and no consequences can come out of refusing the interview.
  • If a licensee disagrees to oblige to the Firearms Licensing Officer's request for an interview, he or she should be moved forward and his or her application should be moved to the OUTSTANDING section on the public area of Lost/Stolen/Missing Firearms in the Licensing Desk. An internal file should be made using the REPORT FILE format, which shall be kept updated with any relevant information.
  • Reports that are under investigation are to be moved to the INVESTIGATION section until the 72 hours allowed for a licensee to respond positively or negatively to the interview invitations, then moved to the OUTSTANDING section until the firearm is found or turned in.
  • Reports that do not require an investigation, that display a sufficient amount of information, or that have shown a level of detail that can identify the thief or the location where the firearm could be are to be moved to the OUTSTANDING section after being acknowledged. If a name, phone number or location, tied to the thief, should it be the report regarding a robbery, who in the proces dispossess the licensee of their firearm - a warrant is to be filed should there be sufficient evidence provided.
  • Once a lost or stolen firearm has been recovered, the handling Firearms Licensing Officer is to update the licensee's report with the help of the FIREARM RECOVERED format, as well as leaving an internal note to the REPORT FILE with the outcome of the report before archiving it.
  • Any Firearms Licensing Officer and higher is allowed to conclude the report and enforce the law where necessary. Should the loss of the firearm be negligent, including but not limited to SHAFT Act violations, such as open carrying, misusing their license or conceal carrying without a permit, an arrest warrant can be filed and the report can be used as evidence against the soon-to-be ex-licensee, as a total revocation of all of their firearms licenses shall be also be in place.

  • ((Lost/stolen reports that are filed using the OOC format (Used when the licensee has been killed and lost their firearm due to the PK) do not require any response unless the report is insufficient (e.g does not include models/serials, or doesn't contain sufficient details of the PK, which should only be basic details to rule out the possibility of OOC dealings if admins inquire about it in the future, it does not need to be a full chain of events regarding their PK).

    If the firearm is retrieved, you do not need to notify the reporting person that it has been recovered, as they MAY NOT retrieve the firearm even if it is recovered. This is counted as Metagaming and may result in admin action against the reporting person and the officer that returns the firearm to them. The report is just so we know that the firearm is no longer in their possession and should not be referred to ICly as well as to avoid them being charged/having a warrant placed on them if the firearm is retrieved without any report.))

7.1 - Serial Check Procedure Explained
  • The process below is to be used by Probationary Firearms Licensing Officers and members of higher rank in the division. The Serial Check Request provides a way for individuals who have had their legal firearms either lost or stolen a way to receive their firearms serial in order for them to attach it to the stolen/lost firearm report they are required to fill out.
7.2 - Internal Processing
  • Upon receiving a Serial Check Request you must follow the following procedure;
  • Navigate HERE if they have given an Application ID number OR navigate to the forum link they supply.
  • Ensure the full name and application ID corresponding to the PF application on our records OR if a forum link has been submitted ensure it is posted by the same forum account.
  • If any of these do not add up, PM the person making the request to enquire about the discrepancies and to correct it.
  • If everything adds up head over to the MDC and navigate to the firearm purchase information:
    • MOBILE DATA COMPUTER > PERSON LOOKUP > SEARCH FULL NAME NAME > LOOK FOR "FIREARM RELATED PURCHASES"
  • Compose a Private Message to the person requesting the check with a list of all their firearm purchases and serials in the SERIAL CHECK FORMAT.
  • Finally click EDIT on their post, add a note saying "Handled" and Save.
