鉴于摩托执法的特殊性，特殊执法科的警员在执法和行动时除参照部门和分局的相关政策外，还应遵守下文所列出的规章制度.
The Specialised Enforcement Section is a part of the Traffic Division. Therefore, most of the Traffic Operations and Enforcement actions have already been defined in [URL=https://lspd.gta.world/viewtopic.php?f=811&t=9550&p=46778#p46801]Traffic Manual[/URL] and one should know and follow them. However, there is a set of rules and guidelines when it comes to this sub-division. Those are described in this manual down below.[/list]

[b]102. 交通拦截[/b]
Motor Officer should follow the same procedure for Traffic Stop as described in the Traffic Manual with a few exceptions to it that are described here.
[list][*]Motor Officer should always position their motorcycle far from the vehicle that has been pulled over with either the motorcycle facing forwards or to the side (left) from the vehicle that has been pulled over. It is also acceptable for a Motor Officer not to position their motorcycle directly behind the vehicle that has been pulled over, but by the side of it while still far away from the vehicle.

[b]103. 追捕[/b]
[list][*]摩托警员在任何追捕中都是最为脆弱，最易收到伤害的.因此，在非必要的情况下，摩托警员不应当参与追捕，但情况的必要与否应由摩托警员自行判断. 摩托警员在决定参加追捕时应当遵循部门手册，交通分局手册和特殊支援科手册中所有的相关政策.[/list]

[list][*]摩托车的特性使得摩托警员在发起追捕时会对自身和社区的其他交通参与者同时构成威胁，摩托警员应当谨慎决定是否发起一场追捕. 支援科不建议摩托警员因简单的违章行为发起对个人的追捕，而是可以采取更不具进攻性的手段，如：APB，逮捕令申请等.同样，决定是否发起追捕由摩托警员自行判断.[/list]

[list][*]在进行追捕时，相较驾驶轿车、越野车等车辆的警员来说，摩托警员应当与嫌疑人保持更远的车距，以避免摩托警员在嫌疑人故意踩下刹车时避让不及而产生伤害.在有机会的情况下，摩托警员应当尽量让驾驶四轮车辆的警员接替自己的头车位置，除非被追捕的车辆同样是摩托车. 在理想情况下，摩托警员应当保持在追捕队列的末尾，以避免来自追捕双方的伤害. 如果摩托警员认为继续进行追捕会威胁自身和人民的生命财产安全，那么摩托可以叫停追捕，并将相关情况通报给监督员.[/list]

[list][*]摩托警员在追捕摩托车时应当第一时间呼叫空警和监督员单位，以集中精力驾驶车辆，并更新自己的位置. 摩托警员应当按照部门规章制度告知监督员和空警被追捕车辆的车型、罪名等.[/list]

[list][*]在不适宜驾驶摩托车的地形（如山地、烂泥地等）进行追捕时，摩托警员应当及时将自己的位置让出，交由其他驾驶更适宜车型的警员接管，并在需要的情况下发布犯罪通告.考虑到追捕队列的监管要求，摩托警员应当及时向战术频道内的监督员和其他雇员通报自己的情况，在最大限度保证安全的情况下，谨慎离开队列.[/list]

[list][*]在发生暴雨、大雾、结冰、下雪等恶劣天气情况下，摩托警员不应进行追捕，而是应当将相关情况进行犯罪通告，或申请逮捕令.[/list]

[list][*]在信息足够的情况下，摩托警员应当优先考虑申请逮捕令而非主动发起追捕，除非放弃该嫌疑人可能会对公众造成更大的威胁. 如在交通拦截中，警员可以通过行车记录仪、个人执法记录仪获得驾驶员的面部和车辆信息. 在这种情况下，如果驾驶员在拦截中逃离，警员可以轻易通过信息系统锁定嫌疑人，并发布逮捕令，而免去了发起追捕的风险.[/list]

摩托警员应根据天气和地理形势谨慎驾驶摩托车. 摩托警员不应驾驶他们的摩托车进入摩托车不宜行驶的地带，如：泥地，极度湿滑的路面、沙壑、冰路等. 但在乡村公路和越野道路上，警员也可以根据自身的判断决定是否驶入. 在发生暴雨、暴雪、雷暴天气时，摩托单位应当停用.

摩托警员在非紧急情况下停放车辆时，应当确保他们的车辆朝向正确，同时后轮应当紧挨路肩. 非紧急情况包括社区警务、警员休憩、宣讲活动等. 而在执行任务里开出出车辆，包括徒步追捕、交通拦截等情况下，警员可以根据实际情况采取更灵活的方式停放车辆.

警员在参加或组织团体行动时应当充分考虑到摩托车的脆弱性和摩托警员执勤的风险性，所有摩托警员的职责应在行动开始前确定. 同时，在组织摩托行动时，警员应当充分考虑行动所在地的地理、气象条件，判定其是否适宜摩托车驾驶.特殊执法科的行动并非是排他的，除了极少数的外（如葬礼护送），所有交通分局成员均可参与.

Traffic Enforcement Operations include all the actions that a Motor Officer conducts on daily basis to enforce traffic rules and regulations. The base goal of the Motor Officers of the Specialised Enforcement Section is to conduct these operations. Therefore, a Motor Officer must have a base plan for each patrol, that plan consists of concise goals that one must fulfill that day. These operations are defined in [i]1.3 - General activities of the Specialised Enforcement Section[/i] of this manual.

This includes a traffic citation book, a copy of the penal code, a mobile data computer, and an assortment of Miranda warning flashcards. Probationary Motor Officer undergoes a standard Probationary program within the Traffic Division where one must complete their checklist and complete the final review conducted by a Senior Traffic Officer. The difference between a Probationary Traffic Officer and a Probationary Motor Officer is that, during the probationary period, Probationary Motor Officers must spend five hours on Traffic Patrol and five hours on Motor Patrol. During the same time, one must complete the MARY course and achieve the certification. Upon graduating from the Probationary stage of the Traffic Division, one must conduct an evaluation patrol with the Senior Motor Officer. If passed, one becomes Motor Officer.[/list]

Officers assigned to this sub-division are also expected to follow common principles of courtesy towards other officers by actively responding to vehicle accidents (VMAs), aiding officers with impound requests. Responding to all unattended nine-one-one calls regardless of their category.
