Patrol Investigations Training Bulletin

As a patrol officer in the Mission Row Division, there is a misconception that any sort of scene which does not have an immediate end or result requires a detective from the Detective Services Group. This is not the case. Patrol officers are empowered and encouraged to conduct simple investigations that may yield a quick resolution.

Examples of incidents that may be investigated by members of the Mission Row Division include, but are not limited to

Investigation Format Explained

INVESTIGATION NUMBER: XX-DDMMYY
The correct format for an investigation number is your badge number, and then the date the investigation was opened.
Example: 1234567-01012024 - Badge Number 1234567 - Date of Case: 01/JAN/2024

ASSIGNED INVESTIGATOR(S):
Attach the name of the investigating officer or officers who are conducting the investigation. If a single officer is investigating the incident, it does not require all officers on scene. If a partnered unit is investigating an incident, both officers may be listed. Include full names and ranks.

INVESTIGATION STATUS:
This denotes whether the investigation is in the OPEN or CLOSED status. Do not mark the incident as closed until the suspect is awaiting trial or has plead guilty.

TIME AND DATE:
Insert the time and date of the incident. It does not note when the investigation was started. If you cannot find the exact time, you may estimate the time.

LOCATION:
Location denotes where the crime took place. Streets, and landmarks are acceptable to include in this section.
Example: Grove Street LTD

TYPE OF INCIDENT:
Insert the type of incident you are currently investigating. You do not specifically have to list the penal code designation for the crime.
Example: Motor Vehicle Contest

SUSPECT(S):
Include the MDC profile link to the suspect of the investigation.

VICTIM(S):
Include the MDC profile link to the victim of the crime under investigation.

WITNESS(ES):
Include the MDC profile link to the witnesses to the crime under investigation.

EXHIBIT(S):
Include any evidence of the crime as you find it in the investigation. This could include interviews, witness statements, dashcam, forensic evidence, etc.

SUSPECT NAME:
Include the suspect's name. This is the section in which the charges of the investigation are listed specifically.

CHARGE(S):
Include the exact charge as it reads in the San Andreas Penal Code
Example: 209. Aggravated Battery (F)

INVESTIGATIVE SUBMISSIONS:
Investigative submissions may be links to evidence such as field interview cards, witness statements, arrest reports, arrest warrants, search warrants, etc.

INVESTIGATION LOG AREA:
Intended to be a housekeeping area to log the progress of your investigation.

Incidents That Require a Detective or Detective Trainee

As a patrol officer in the Mission Row Division, there will be situations in which you will encounter an incident that a detective is necessary to conduct an investigation and open a case file. As the first on scene, you may request to assist the detective in their duties in investigating the incident. However, the detectives are not obligated to allow all you to do so, and it is at their discretion whether or not you may participate, and to the degree you may participate.

Examples of incidents that must be investigated by members of the Detective Services Group include, but are not limited to

Any Incident that requires an Electronic Search Warrant (ESW)or the use of electronic monitoring.

NOTES

While members of the Mission Row Division are encouraged to conduct investigations, the investigation itself, and any follow on data may be at any point taken over by a member of the Detective Services Group who deems it applicable and necessary to open a case file without warning or explanation. You may request to assist the detective in their duties in investigating the incident. However, the detectives are not obligated to allow all you to do so, and it is at their discretion whether or not you may participate, and to the degree you may participate.

If you find yourself at a dead end or unable to complete the investigation without assistance, you may contact any Detective or Detective Supervisor to assist you in the investigation.

警探局 - 行动局调查行为谅解备忘录

本谅解备忘录由行动局和警探局就联合/合作执法工作签订，自签署日起，所有雇员应理解：

尽管部门政策将处在一线工作的宣誓雇员区分为“警探”“警员”“警司”等工作头衔，但在法律意义上所有宣誓雇员均有权对违法犯罪活动进行侦查、逮捕和起诉；部门仅因专业工作的需要而区分出不同警员职别的分野.在专门负责调查工作的警员介入前，行动局的雇员，如管区巡逻分局和交通分局的警员，均可以在有限范围内对犯罪活动进行先期的调查. 行动局雇员应当参照行动局调查任务中有关规范行动.
行动局警员被鼓励积极参加犯罪调查活动. 但囿于调查本身的复杂性及后续调查活动可能所需要的警探局资源支持，行动局警员的调查活动可能在任何必要的时间被警探局接管. 但在警探局的批准下，行动局警员可以部分或全部的参加犯罪调查，比如交通分局警员可能被要求完整参与飙车罪案调查，密申罗分局的社区高级警员有可能参加地方反黑的调查等，具体由警探局内部决定.
